Book excerpt: Small Canadian cities confront serious social issues as a result of the neoliberal economic restructuring practiced by both federal and provincial governments since the 1980s. Drastic spending reductions and ongoing restraint in social assistance, income supports, and the provision of affordable housing, combined with the offloading of social responsibilities onto municipalities, has contributed to the generalization of social issues once chiefly associated with Canada’s largest urban centres. As the investigations in this volume illustrate, while some communities responded to these issues with inclusionary and progressive actions others were more exclusionary and reactive—revealing forms of discrimination, exclusion, and “othering” in the implementation of practices and policies. Importantly, however their investigations reveal a broad range of responses to the social issues they face. No matter the process and results of the proposed solutions, what the contributors uncovered were distinctive attributes of the small city as it struggles to confront increasingly complex social issues. If local governments accept a social agenda as part of its responsibilities, the contributors to Small Cities, Big Issues believe that small cities can succeed in reconceiving community based on the ideals of acceptance, accommodation, and inclusion.

Diana Wegner explores the ways that historical genre systems can be transformed through the process of discursive uptake across genres and their spheres of activity. In this study such cross-genre uptake is pursued from its beginning in advocacy genres to its incorporation into higher-level, institutional genres. It represents the summation of Wegner’s work over many years on how systems of genre can adapt to change as groups and institutional systems negotiate the uptake of solutions to major social challenges, in this case study the Canadian “Housing First” solution to ending homelessness. Her study shows how rhetorical genre analysis can offer insight into issues related to social justice for marginal groups within society. Introducing the concepts of “deep” and “shallow” genre memory, Wegner analyzes why uptake is problematic and disturbing for those participants in the homelessness genre system who find that the receiving genre does not “remember” the historical moorings of its antecedent contexts. Genre provides an explanatory framework for these uptake dynamics, and for both the re-inscription of power relations and the incremental progress of the shared struggle to help homeless people. The book includes an introduction by Heather Graves.

Focussing on the architects’ and communities’ commitment to these housing programmes, as well as that of the private building sector, it stresses the importance of the context of the neighbourhoods in which they are placed, which are either in the process of urban transition or already gentrified. In doing so, the book shows how, and to what extent, twenty-first-century dwelling architecture developments can help to create an integrated sense of community, diminish social and demographic exclusions in a neighbourhood and incorporate people’s desires as to what their buildings should look like. This book shows that there are significant architectural projects that help to meet the needs and desires of low- to middle-income households as well as homeowners, and that gentrification does not necessarily lead to the displacement of low-income families and singles if housing policies such as those highlighted in this book are put into place. Moreover, the migration of the middle class can result in a healthy mix of classes out of which everyone can enjoy a peaceful and habitable coexistence.

Drawing on nearly 100 interviews with key actors in Vancouver, Calgary, Toronto, and Montreal, as well as extensive participant observation, Smith argues that institutional differences across cities interact with ideas regarding homelessness to contribute to very different models of governance. Multiple Barriers shows that the genuine involvement of locally based service providers, with the development of policy, are necessary for an effective, equitable, and enduring solution to the homelessness crisis in Canada.
