The long-term human and fiscal consequences of child abuse and neglect are not relegated to the victims themselves-they also impact their families, future relationships, and society. In 1993, the National Research Council (NRC) issued the report, Under-standing Child Abuse and Neglect, which provided an overview of the research on child abuse and neglect. New Directions in Child Abuse and Neglect Research updates the 1993 report and provides new recommendations to respond to this public health challenge. According to this report, while there has been great progress in child abuse and neglect research, a coordinated, national research infrastructure with high-level federal support needs to be established and implemented immediately. New Directions in Child Abuse and Neglect Research recommends an actionable framework to guide and support future child abuse and neglect research. This report calls for a comprehensive, multidisciplinary approach to child abuse and neglect research that examines factors related to both children and adults across physical, mental, and behavioral health domains-including those in child welfare, economic support, criminal justice, education, and health care systems-and assesses the needs of a variety of subpopulations. It should also clarify the causal pathways related to child abuse and neglect and, more importantly, assess efforts to interrupt these pathways. A case study has been conducted over the inmates of an Observation Home in South Rajasthan. In this discussion, the staff members revealed the reasons for admission of a juvenile, their opinions on the juvenile residents, authorities, etc., and also their attributions the reasons for their delinquencies. Ultimately, suggestive reforms for improving the Juvenile Justice System have been elaborated upon.

Book excerpt: When approached by Plenum to put together a volume of social science research on the topic of "youth and justice," I found the interdisciplinary challenge of such a project intriguing. Having spent 2 years as Director of the Law and Social Science Program at the National Science Foundation, I was well aware of the rich diversity of research that could fit within that topic. I also knew that excellent research on youth and justice was coming from different communities of researchers who often were isolated from each other in their respective disciplines as psychologists, sociologists, criminologists, or policy analysts. I saw this project as an opportunity to break down some of this isolation by introducing these researchers-and their work-to each other and to the broader community of social scientists interested in law and justice. There was another gap, or set of gaps, to be bridged as well. The juvenile justice system and the criminal justice system differ in significant ways, and the civil justice system, which is a major venue for issues of youth and justice, is yet another separate world. Few researchers are likely to know the whole picture. For example, a focus on juvenile justice often ignores the extent to which civil justice proceedings shape the lives of young people through divorce, custody, adoption, family preservation policies, and other actions (and vice versa).

For example, there are indications that nearly 30% of married women in this country are victims of physical abuse by spouses at some point in their marriage. Further, FBI statistics show that approximately 13% of all homicides are husband-wife killings. Moreover, it has been projected that such figures are likely to increase over the next several years. Consistent with these trends, funding of family violence research by both federal and private agencies has increased. Indeed, federal agencies, such as the National Institute of Mental Health and the National Institute of Law Enforcement and Criminal Justice, have provided considerable support for work in this area. In addition, family violence, particu larly wifebattering, child abuse, and sexual abuse of children has been the focus of media attention at the national level, and has generated intensive interest in both lay and profes sional publications. Moreover, there have been several recent governmental hearings and investigations regarding the prevalence of these problems.
