Book Parliamentary Government in Australia

Download or read book Parliamentary Government in Australia written by Alan J. Ward and published by Anthem Press. This book was released on 2014-02-15 with total page 330 pages. Available in PDF, EPUB and Kindle. Book excerpt: Alan J. Ward combines constitutional history and political science to compare all nine of Australia’s political systems, federal, state and territorial, from colonial times to the present. Guided by a model of parliamentary government drawn from comparative politics, he considers the following key topics: the selection of the government, the prime minister and cabinet; government control of the lower house; the primacy of the lower house in bicameral systems; the head of state; the influence of Australian federalism on parliamentary government; and the growth of executive democracy in Australia. Ultimately, Ward argues that as only one of Australia’s nine constitutions accurately describes parliamentary government as practiced in the country, it is a democratic imperative that the other eight be rewritten.

Book Professionals or Part timers

Download or read book Professionals or Part timers written by Peter van Onselen and published by Melbourne Univ. Publishing. This book was released on 2015-09-01 with total page 139 pages. Available in PDF, EPUB and Kindle. Book excerpt: While the minor party and independent senators might attract media attention, the overwhelming majority of Australia’s upper house members are affiliated with the major political parties. These senators are highly partisan: they are dependent on the party for re-election and play a potentially vital role in assisting their parties to secure the maximum number of House of Representative seats, acting as ‘shock troops’ in marginal seat campaigning. How does this impact the way these senators go about their business? How do they serve their party in the pursuit of lower house seats, the result of which determines who forms government? Professionals or Part-Timers? examines the electoral professionalism of major party senators, as well as how they deal with the sometimes competing interests of factionalism and personal ambition.

Book Directions in Australian Electoral Reform

Download or read book Directions in Australian Electoral Reform written by Norm Kelly and published by ANU E Press. This book was released on 2012-05-01 with total page 200 pages. Available in PDF, EPUB and Kindle. Book excerpt: Australia has a proud history of being an international leader in electoral administration, and Australian electoral commissions continue to have a professional, non-partisan approach to the management of elections. Yet their independence is constrained by the electoral laws they need to administer, and parliamentary committees charged with the oversight of the conduct of elections do so with a clear partisan bias. Elections are all about winners, but who decides who the winners will be? Voters definitely have a big say, but it is the electoral system that determines how votes translate into seats in parliament. Any changes to the electoral system require the support of those in power, and it is important to question who benefits from electoral reforms. It is not surprising that partisanship plays a role and that governing parties usually benefit, although that is not always the case. This book assesses Australian electoral reforms of the past 30 years using personal interview data and parliamentary debates, to provide a picture of the reform process as well as the outcomes. These issues, such as who gets to vote, the use of postal voting, party registration and vote weighting, have a profound impact on who wins elections. The book also examines Australia's electoral administration, testing for professionalism, independence and integrity.

Book Federalism and Second Chambers

Download or read book Federalism and Second Chambers written by Wilfried Swenden and published by Peter Lang. This book was released on 2004 with total page 430 pages. Available in PDF, EPUB and Kindle. Book excerpt: The theory of comparative federalism asserts that federations require a second chamber for the representation of regional interests in central law-making. Yet there has been little systematic analysis of the contribution of second chambers in parliamentary federations to this task. The main purpose of this book is to demonstrate to what extent the two strongest parliamentary second chambers, the Australian Senate and the German Bundesrat are linked to the federal structures in which they are embedded. The study analyzes the contribution of the members of these second chambers in advancing interests that are linked to the regional constituents whom they represent or to the collective fiscal or administrative interests of a regional government with whom they are associated. The analysis underscores the largely 'executive' character of intergovernmental relations in parliamentary federations, a feature that corresponds with the composition of the German Bundesrat, but not of the Australian Senate. In the concluding chapter some preliminary observations are made as to whether our findings also generate interesting insights for the larger group of parliamentary second chambers in federal or quasi-federal states, such as the Belgian, Spanish and Canadian Senates, the UK House of Lords and the Indian Raiya Sabha.
