Book excerpt: Excerpt from Journal of the United States Artillery, 1896, Vol. 6 Strategy, in naval warfare, has to do, as on land, with large theaters and prolonged and extensive operations, and is in no way subject to change by modifications in the propulsive or fighting power of ships but the principles of this science-are the same to-day as in the days of Blake or Nelson. Naval tactics, on the contrary, are still in an undeveloped state and the practical impossibility of peace trials and experiments leave many impor tant questions unanswered. For guides in the practice of this science there have been a few naval engagements under modern conditions, and, in addition, some experiments. As this paper has to deal with naval tactics applied to attacks on sea-coast forts, there is then to consider such events and experiments that tend to show how such attacks will be made or at least the principles generally accepted by tactical experts. The motives which impel action and the methods to be employed by naval commanders should be known and understood by commanders of sea-coast forts, and be provided for in the system of sea-coast defense. Book excerpt: Excerpt from Journal of the United States Artillery, 1896, Vol. 5 Europe has learned the lesson which the franco-prussian War taught; all the great nations of the world, except America, have studied the military problems which confront them, and have endeavored to secure the best possible organization for their forces; Japan's unbroken series of victories over her foe, geo graphically and numerically so great, is but the latest illustration of what all future wars will prove; but regardless of proof, we bury our heads, ostrich-like, in the sands of indifference and ignorance; there has been more advance in military science during the past twenty-five years than in any preceding century, yet we have done but little to improve the organization of our military forces. The Honorable Daniel S. Lamont, Secretary of War, in his report submitted to the President, November 1895, says: The organization of the line of the army has undergone no material change since the close of the civil war. During this period of thirty-years every large foreign army has been com pletely reorganized. With great wealth and millions of able bodied men, we have neglected those simple precautions which common sense and military knowledge point out as necessary, and as a result of this policy of indifference, the lives and property of our people and our national honor are at the mercy of a dozen possible enemies. Arguments may be advanced to prove to the satisfaction of many of our citizens that we should not keep a large standing army; but can a single American be found who will argue that what forces we have should not be well organized, or that we should retain a defective or imperfect organization? Book excerpt: Excerpt from Journal of the United States Artillery, 1917, Vol. 47 Searchlights were first used in the Civil War. These were fitted with metal mirrors and were very crude. The first electrical searchlight was employed in the year 1867 by the French but it proved to be of little practical value until the invention of the Mangin mirror in the year 1877. In the course of the war of 1870-1871, several projectors were used at Paris, but without any great success. The elec tric dynamo, however, gave considerable impetus to their em ployment, and the construction of illuminating apparatus was therefore begun; but, because of its slight mobility, it could be used only during siege operations and then only on the defensive side. Fortified places were but scantily provided with projectors, and since it was in the first stages of develop ment there was but one size of mirror, i.e., thirty-five inch it was hoped that with that size all the situations arising during the siege could be properly faced. No one occupied himself with the tactical use of projectors, and the night exercises where they played their proper part were rare. The Sites chosen for the apparatus were often just the reverse of what they should have been and but little thought was given, indeed none at all, to the use of lights according to the tactical situation. The troops were not sufficiently interested in these new engines of war and, also, they could not believe that there was any well advised use for them.
