When Movements Anchor Parties provides a bold new interpretation of American electoral history by examining five prominent movements and their relationships with political parties. Taking readers from the Civil War to today, Daniel Schlozman shows how two powerful alliances—those of organized labor and Democrats in the New Deal, and the Christian Right and Republicans since the 1970s—have defined the basic priorities of parties and shaped the available alternatives in national politics. He traces how they diverged sharply from three other major social movements that failed to establish a place inside political parties—the abolitionists following the Civil War, the Populists in the 1890s, and the antiwar movement in the 1960s and 1970s. Moving beyond a view of political parties simply as collections of groups vying for preeminence, Schlozman explores how would-be influencers gain influence—or do not. Even the most democratic countries constantly face the threat of corruption and the consequences of it at the polls. Why are some governments more corrupt than others, even after considering cultural, social, and political characteristics? In Clarity of Responsibility, Accountability, and Corruption, the authors argue that clarity of responsibility is critical for reducing corruption in democracies. The authors provide a number of empirical tests of this argument, including a cross-national time-series statistical analysis to show that the higher the level of clarity the lower the perceived corruption levels. Using survey and experimental data, the authors show that clarity causes voters to punish incumbents for corruption. Preliminary tests further indicate that elites respond to these electoral incentives and are more likely to combat corruption when clarity is high.

Book excerpt: Treating rhetoric and symbols as central rather than peripheral to politics, Lisa Wedeen’s groundbreaking book offers a compelling counterargument to those who insist that politics is primarily about material interests and the groups advocating for them. During the thirty-year rule of President Hafiz al-Asad’s regime, his image was everywhere. In newspapers, on television, and during orchestrated spectacles. Asad was praised as the “father,” the “gallant knight,” even the country’s “premier pharmacist.” Yet most Syrians, including those who create the official rhetoric, did not believe its claims. Why would a regime spend scarce resources on a personality cult whose content is patently spurious? Wedeen shows how such flagrantly fictitious claims were able to produce a politics of public dissimulation in which citizens acted as if they revered the leader. By inundating daily life with tired symbolism, the regime exercised a subtle, yet effective form of power. The cult worked to enforce obedience, induce complicity, isolate Syrians from one another, and set guidelines for public speech and behavior. Wedeen‘s ethnographic research demonstrates how Syrians recognized the disciplinary aspects of the cult and sought to undermine them. In a new preface, Wedeen discusses the uprising against the Syrian regime that began in 2011 and questions the usefulness of the concept of legitimacy in trying to analyze and understand authoritarian regimes.

Book excerpt: Arguments about the American ballot initiative process date back to the Progressive Era, when processes allowing citizens to decide policy questions directly were established in about half of the states. When political scientists began to systematically examine whether the state ballot initiative process had spillover consequences, they found the initiative process had a positive impact on civic engagement. Recent scholarship casts doubt on these conclusions, determining the ballot initiative process did not make people believe they could influence the political process, trust the government, or be more knowledgeable about politics in general. However, in some circumstances, it got them to show up at the polls, and increased interest groups’ participation in the political arena. In Initiatives without Engagement, Dyck and Lascher develop and test a theory that can explain the evidence that the ballot initiative process fails to provide the civic benefits commonly claimed for it, and the evidence that it increases political participation. This theory argues that the basic function of direct democracy is to create more conflict in society.

Book excerpt: In the past thirty years, women's representation and gender equality has developed unevenly in Latin America. Some countries have experienced large increases in gender equality in political offices, whereas others have not, and even within countries, some political arenas have become more gender equal whereas others continue to exude intense gender inequality. These patterns are inconsistent with explanations of social and cultural improvements in gender equality leading to improved gender equality in political office. Gender and Representation in Latin America argues instead that gender inequality in political representation in Latin America is rooted in institutions and the democratic challenges and political crises facing Latin American countries and that these challenges matter for the number of women and men elected to office, what they do once there, how much power they gain access to, and how their presence and actions influence democracy and society more broadly.
