Book excerpt: Excerpt from Journal of Prison Discipline and Philanthropy, 1860, Vol. 15 The jail stands in close proximity to the penitentiary, and comprises a centre building, and north and south wings. There is a block of cells in each of the two wings, 15 cells in length, 2 in width, and 5 stories in height, making 300 cells in the two wings, for the confinement Of prisoners. These two wings are on what is known as the Auburn plan, being a prison within a prison. The cells are sur rounded by corridors formed between the block of cells and the exterior walls. The cells are 8 feet by 11 feet, and about 10 feet high, they are built Of bricks, with segment and arched ceilings, and brick floors; each cell has an iron grated door and window Opening into the corridors. The corridors are 13 feet wide, and have floors Of hard flag stone on a level with the floors of the first story cells, they are Open from this floor to the top of the upper story cells. Be it enacted, etc., That the active or visiting committee of any society heretofore incorporated and now existing in the Common wealth for the purpose of visiting and instructing prisoners, or persons confined in any penal or reformatory institution, and alleviating their miseries, shall be and are hereby made oflicial visitors of any jail, peni tentiary, or other penal or reformatory institution in this Commonwealth, maintained at the public expens'e, with the same powers, privileges, and functions as are vested in the official visitors of prisons and penitentiaries, as now prescribed by law: Provided, That no active or visiting committee of any such society shall be entitled to visit such jails or penal institutions. Under this act, unless notice of the names of the members of such com mittee, and the terms of their appointment, is given by such society, in writing, under its-corporate seal, to the warden, superintendent or other officer in charge of such jail, or other officer in charge of any such jail or other penal institution. The following year (april 3, 1830) an act was past directing sundry alterations in the plan of the Western Penitentiary, so as to admit of labour in separate cells; and in 1832 an appropriation was made, by Act of Assembly, for the purpose of taking down the cells, which had been erected with a view to unemployed labour, and build ing 184 cells suitable for separate labour, as practised at the Eastern Penitentiary. Here was another deliberate, distinct, and definite expression of public sentiment in favour of separate or solitary labour.
