Book excerpt: This book seeks to address the roots of the hostility that has characterized the United States’ relationship with Cuba and has persisted for decades, long after the Cold War. It answers the question of why America’s Cold War era policy toward Cuba has not substantially changed, despite a radically changed international environment, going beyond the common explanation that American electoral politics and the Cuban lobby drive US policy toward Cuba. Bernell argues that US foreign policy towards Cuba cannot be viewed as an objective response to a set of challenges to US interests and principles, and is better understood as a policy that is rooted in and informed by historical understandings of American and Cuban identities, which are themselves historically contingent. Examining a wide range of sources including government documentation and official speeches, this work explores the origins and perpetuation of a policy perspective that emphasizes Cuban difference, illegitimacy, and inferiority juxtaposed against American virtue, legitimacy, and superiority. This work will be of great interest to all scholars of US foreign policy, International Relations, and Latin American politics.

Book excerpt: To penetrate the United States and Britain's markets with illicit drugs, Jamaican traffickers employed diverse and novel transportation methods and techniques in the post-1990 era that were more sophisticated than the trafficking of the 1980's. This transformation was particularly due to traffickers exploiting global processes to enhance their illegal drug industry. In response, Jamaica, America, and Britain have continuously established state-oriented actions aimed at curtailing the cross-border drug trade, thereby reflecting their resilience in combating this problem. This book explores past and present drug trafficking within the context of globalisation and examines state instituted responses to curb this problem. It demystifies the Jamaican, British, and American states' roles in the face of global security threats, such as drug trafficking, arguing that both developed and developing states pursue their national interests and maximize their goals through the exercise of state-power in controlling their territories and protecting their nationals from harm posed by traffickers.

Book excerpt: "In Latin America the state is the prime regulator, coordinator, and pace-setter of the entire national system, the apex of the pyramid from which patronage, wealth, power, and programs flow. The state bears responsibility for the realization of civic needs, providing goods and services to each citizen. Doing so requires the exercise and maintenance of social and political control. It is John Martz's contention that clientelism underlines the fundamental character of Latin American social and political life. As the modernizing bureaucratic state has developed in Latin America, there has been a concurrent shifting away from clientelistic relationships. Yet in one form or another, political clientelism still remains central.Clientelism occurs when large numbers of low-status individuals, such as those in the slums of rural and underdeveloped areas, are protected by a powerful patron who defends their interests in return for deference or material reward. In Colombia the rural patron has become a member of the higher clientelistic system as well; he is dependent on a patron who operates at the national level. This enables urban elites to mobilize low-status clients for such acts as mass demonstrations of political loyalty to the regime.
