Book excerpt: The economic corridor approach was adopted by the Greater Mekong Subregion (GMS) countries in 1998 to help accelerate subregional development. The development of economic corridors links production, trade, and infrastructure within a specific geographic area. The review of these corridors was conducted to take into account the opening up of Myanmar and ensure that there is a close match between corridor routes and trade flows; GMS capitals and major urban centers are connected to each other; and the corridors are linked with maritime gateways. The review came up with recommendations for possible extension and/or realignment of the corridors, and adoption of a classification system for corridor development. The GMS Ministers endorsed the recommendations of the study at the 21st GMS Ministerial Conference in Thailand in 2016.

Compared to multilateral groupings, minilateral platforms are smaller in size, as well as more exclusive, flexible and functional. Both China and the US have contributed to minilateral initiatives in the Indo-Pacific. In the case of the former, there is the Lancang-Mekong Cooperation mechanism—involving China, Cambodia, Laos, Myanmar, Thailand and Vietnam—established in 2015. In the case of the latter, there has been a revival of the Quadrilateral Security Dialogue in 2017—involving the US, Australia, Japan and India. It is also a socio-legal phenomenon. This book is the first detailed study of an international river basin from a socio-legal perspective. The Mekong River Basin, which sustains approximately 70 million people across Cambodia, China, Laos, Myanmar, Thailand and Vietnam, provides a prime example of the socio-legal complexities of governing a transboundary river and its tributaries. The book applies its socio-legal analysis to bring a fresh approach to understanding conflicts surrounding water governance in the Mekong River Basin. The authors describe the wide range of uses being made of legal doctrine and legal argument in ongoing disputes surrounding hydropower development in the Basin, putting to rest lingering caricatures of a single, ‘ASEAN’ way of navigating conflict. They call into question some of the common assumptions concerning the relationship between law and development. Freshwater resources are scarce and different nations, actors and users compete for limited resources in transboundary river basins; often conflicting with each other. Water is a resource with no substitute: it cannot be secured in sufficiently large quantities through long-distance trade deals; and, due to the interconnectivity of the hydrological system, the actions of one country in its water management have a direct bearing on the interests of neighbouring countries. For instance, in the Mekong River Basin, current hydropower and navigation developments in certain countries impact on traditional sources of income such as fisheries, and rice production in others. These kinds of changes in water use have given rise to conflict between countries in that region and others, but have also led, in some cases, to greater cooperation. The past few decades have seen a number of new agreements about the sharing of river resources and cooperation between riparian states. Negotiating for Water Resources explores the drivers of conflict and cooperation between states in transnational river basins. Drawing on extensive fieldwork and interviews on the Mekong, Danube and La Plata River Basins, the book provides a three level analysis across three case studies, including the regional framework (EU, ASEAN and Mercosur), the River Basin Organisations (ICPDR, MRC and CIC) and the micro-level. The key question of the book is: To what extent do power asymmetries prevent or inhibit cooperation between riparian states over water resources? This is linked to the question of how institutions contribute to mitigate competition for natural resources and how states interact in a multilateral arena. Overall, the book argues that cooperation in transboundary river basins is possible even where there are asymmetric power relations, challenging realist assumptions about competition and conflict over resources.

The region has long been characterized by the twin process of state-formation and nation-building, which has been responsible for most of the region’s intrastate and interstate conflicts. While this process is still ongoing, regional conflicts and their management are increasingly affected by globalisation, which not only serves as a new source of, or exacerbating factor to, conflict, but also makes new instruments available for conflict management. Employing the concepts of incompatibility management and mediation regime, the book analyses the management of seven conflicts in the region: the Rohingya crisis and the Kachin conflict in Myanmar, the Khmer Krom conflict in Vietnam, the West Papua conflict in Indonesia, the political conflict in Thailand, the Mekong River conflicts involving five Southeast Asian countries and China and the transboundary haze problem emanating from Indonesia. The efforts to manage each of them are imagined as constituting a mediation regime, and its effectiveness is assessed in terms of good governance. Among the findings of the book is that the measures of manoeuvring around incompatibilities are employed predominantly in managing regional conflicts. In intrastate conflicts, which mostly involve ethnic minorities, the authorities first aim to eliminate, or impose its own position on, ethnic parties. When this strategy proves unsuccessful, they have no choice but manoeuvre around incompatibilities, which may eventually open up a space for mutual learning. In interstate conflicts, the manoeuvring around strategy works in a more straightforward manner, contributing to regional stability. However, the stability is achieved at the cost of local communities and the natural environment, which absorb the incompatibilities in conflict.

Book excerpt: Is the process of state building a unilateral, national venture, or is it something more collaborative, taking place in the interstices between adjoining countries? To answer this question, Asymmetrical Neighbors takes a comparative look at the state building process along China, Myanmar, and Thailand's common borderland area. It shows that the variations in state building among these neighboring countries are the result of an interactive process that occurs across national boundaries. Departing from existing approaches that look at such processes from the angle of singular, bounded territorial states, the book argues that a more fruitful method is to examine how state and nation building in one country can influence, and be influenced by, the same processes across borders. It argues that the success or failure of one country's state building is a process that extends beyond domestic factors such as war preparation, political institutions, and geographic and demographic variables. Rather, it shows that we should conceptualize state building as an interactive process heavily influenced by a "neighborhood effect." Furthermore, the book moves beyond the academic boundaries that divide arbitrarily China studies and Southeast Asian studies by providing an analysis that ties the state and nation building processes in China with those of Southeast Asia.

Working with local governments, nongovernment organizations, women's groups, and professional associations, town-wide adaptation measures were defined by overlaying climate change projections on town plans and zoning schemes for strategic infrastructure. This publication captures valuable experience and lessons from the project.
