In the first half of the nineteenth century, as Paris doubled in size and twice suffered the convulsions of popular revolution, civic leaders looked with alarm at what they deemed a dangerous population explosion. After defeat in the Franco-Prussian War in 1870, however, the falling birthrate generated widespread fears of cultural and national decline. In response, legislators promoted larger families and the view that a well-regulated family life was essential for France.In this innovative work of cultural history, Joshua Cole examines the course of French thinking and policymaking on population issues from the 1780s until the outbreak of the Great War. During these decades increasingly sophisticated statistical methods for describing and analyzing such topics as fertility, family size, and longevity made new kinds of aggregate knowledge available to social scientists and government officials. Cole recounts how this information heavily influenced the outcome of debates over the scope and range of public welfare legislation. In particular, as the fear of depopulation grew, the state wielded statistical data to justify increasing intervention in family life and continued restrictions on the autonomy of women.

Book excerpt: Most of us think we know what is meant when we hear the term "normal," but Cryle and Stephens upend taken-for-granted attitudes about the term. They offer a history of the intellectual and cultural issues that have been at stake in the use of the term since it appeared around 1820. What is taken at one time or any one culture to be "aberrant" or "deviant" clearly depends on assumed meanings for norm and normality. The authors of this book explore this history--peppered with a fascinating series of case studies--to make sense of variations on the theme of identity (disability, gender, race, sexuality) in fields organized around identity. They locate the concept in the scientific spheres where it originated in its modern sense and they chart its transformations and developments from the 1820s in France (medicine) to the mid-20th century (Alfred Kinsey). They start with comparative anatomy and other branches of medicine before moving on to consider developments in fields as remote as craniometry, statistics, criminal anthropology, sociology, and eugenics. It is not enough to say, with David Halperin, that "queer" is "whatever is at odds with the normal, the legitimate, the dominant." Cryle and Stephens move beyond a simple binary opposition between "normal" and "abnormality" to give us the whole picture, from the Continent to the U.S., and in all the contexts that distinguish the normal from other available terms (such as typical, average, respectable, conventional, white and heterosexual, and uniform). "Normality" has had a long struggle to secure its cultural dominance and authority, a story which is told here for the first time.

Book excerpt: Prophets and Patrons is the first detailed account of the emergence of sociology and related social sciences in France. It emphasizes three social and intellectual groupings in the period from 1880 to 1914: the social statisticians who grew out of governmental ministries, the Durkheimians who were consistently housed in the university, and the "international sociologists" around René Worms, in neither ministries nor the university. Unlike most histories of ideas, Prophets and Patrons portrays the institutional developments that encouraged, discouraged, and rechanneled different styles of research. To understand these developments, a sociological analysis of the French university system is presented. At its center are the patrons (generally Sorbonne professors) who served as informal linkages for the entire system. Around them developed clusters of researchers and teachers throughout France. The workings of this system of relations, analyzed here for the first time, are crucial to understanding the French university. The university is also immersed in the political and ideological currents of the Latin Quarter. Thus Clark's investigation of conflicting elements of French culture and social structure helps illuminate his analysis of the university. This study will be invaluable to social scientists, intellectual historians, and students of French culture and comparative education.
