Book excerpt: Reducing unemployment is a top priority of the Government of Jordan, as expressed in its principal strategies, "we are all Jordan" and the national agenda. Consistent with those strategies and with the recommendations of donors, the Government's approach to reducing unemployment has been to create jobs by attracting investments that promote gross domestic product (GDP) growth. In recent years, Jordan has successfully attracted investment, achieved strong GDP growth, and created many new jobs. This report also recommends actions to further the Government's goal of reducing employment. To accomplish this we cover industrial policy, fiscal policy, regional development, education, and social protection programs. Although this report comments on employment aspects of several policies and programs, truly comprehensive analysis of these policies and programs is beyond its scope. Rather, these findings and recommendations should be considered in the context of ongoing work by the Government, the World Bank, and other donors the various policy and program areas. That work includes analytical work and investments in the areas of: (a) public expenditure, (b) financial sector functioning, (c) investment climate, (d) poverty mapping, and (e) pension reform. It also includes projects in: (a) higher education development, (b) education reform for the knowledge economy, (c) social protection, (d) employer-driven skills development, and (e) regional and local development.

After 20 years of economic reform in the Middle East and North Africa (MENA), economic performance is still lagging behind many regions of the world. Even in those countries that are the most advanced in implementing reforms, including Egypt, Jordan, Morocco and Tunisia, industries with low productivity growth and high market power continue to dominate. Moreover, the termination of the Multi-Fiber Agreement and the negotiations concerning further liberalization of trade in agricultural products (under the framework of the World Trade Organization) put these and other countries under pressure of fierce competition from emerging nations. Recent empirical evidence on the impact of reforms in a number of developing countries shows that such persistence of inefficiency and market power is specific to MENA. Showcasing in-depth analyses from Jordan, Morocco, Tunisia, and Turkey (with comparative data from Asia and Latin America), this book focuses on the dynamics of firm entry and exit to help explain the low productivity of the region. The results suggest a number of policy recommendations designed to foster competition, which, in turn, would contribute to innovation, productivity growth, and improved return on capital investments. The book not only reveals important correlations among policy and market factors in MENA, but suggests fruitful areas of research in other developing regions of the world.

Book excerpt: In the aftermath of the Arab Spring, when thousands of young women and men fought for the opportunity to realize their aspirations and potential, the question of jobs continues to be crucial in the Middle East and North Africa region. This report uses jobs as a lens to weave together the complex dynamics of employment creation, skills supply, and the institutional environment of labor markets. Consistent with the framework of the 2013 World Development Report on jobs, of which this report is the regional companion, this work goes beyond the traditional links between jobs, productivity, and living standards to include an understanding of how jobs matter for individual dignity and expectations—an aspect that was clearly central to the Arab Spring. Just as important, this report complements the economic perspective with an analysis of political economy equilibrium, with a view to identifying mechanisms that would trigger a reform process. As such, the report has three objectives: First, it seeks to provide an in-depth characterization of the dynamics of labor markets in the Middle East and North Africa and to analyze the barriers to the creation of more and better jobs. It does so by taking a cross-sectoral approach and identifying the distortions and incentives that the many actors—firms, governments, workers, students, education, and training systems—currently face, and which ultimately determine the equilibrium in labor markets. Second, the report proposes a medium term roadmap of policy options that could promote the robust and inclusive growth needed to tackle the structural employment challenge for the region. Third, the report aims to inform and open up a platform for debate on jobs among a broad set of stakeholders, with the ultimate goal of contributing to reach a shared view of the employment challenges and the reform path ahead.

The transformational nature of the 'Arab Spring' is just one arena in which it is clear that a business as usual approach to evaluation is entirely inappropriate. The papers in this volume are from the 2011 Global Assembly of the International Development Evaluation Association (IDEAS). Nearly 350 development evaluators from eighty-five countries came together in Amman, Jordan to discuss and analyze the consequences of turbulence on evaluation. The intent of these papers is to systematically assess what changes have come during this time of turbulence and how these changes are impacting the craft of development evaluation. To be clear: this book is not about how to assess the impacts of crises on development and on people's lives. It is about the meaning of a changed world and changed assumptions on the concepts and methods used in evaluation.

Book excerpt: Given the labor market challenges that countries in the Middle East and North Africa (MENA) region are facing (notably high unemployment, prevalence of skills mismatches, low labor market mobility, and lack of formal employment networks), employment services could be a relevant policy instrument to assist unemployed individuals to find jobs. Despite high and increasing unemployment rates, employers in the region are facing difficulties to find workers whose competences and skills fit their employment needs. The study first surveys international best practices for the delivery of employment services and then reviews the provision of these services in a selected group of countries in the MENA region, with a focus on public provision through existing public employment agencies. Findings indicate public agencies in the region face many challenges for the effective delivery of employment programs, namely poor administrative capacity,system fragmentation, lack of governance and accountability, regulation bottlenecks, and flaws in program design. In order to help unemployed workers to obtain the competences required by available jobs, this study proposes a reform agenda based on the development of strong partnerships between public agencies, public providers, and employers for the design and implementation of flexible employment programs that respond to real employment needs. These partnershipss will need to be developed with strong governance mechanisms that make beneficiaries, private providers, and firms accountable for making sure that investments in employment programs lead to employment insertion. The book is directed to policy makers, practitioners, economists, and anyone interested in international best practices to promote a more effective delivery of employment services.

Facing poor economic prospects and inadequate income, youth are unable to marry, afford to live independently, or support a family. This study examines the perceptions of young Jordanian men and women on issues relevant to their transitions into adult roles, specifically aspirations for work and family. To achieve the study objectives, we conducted 13 focus groups and 14 one-on-one qualitative interviews withyoung Jordanians (ages 15-30). Participants came from the nation's capital, Amman, as well as the less urbanized nearby area of Zarqa. Immediate action is needed because the status quo risks causing permanent damage to the development prospects of those countries. The AMCs' public policies are currently ill equipped to face the challenge. Labor migration remains a key feature of the labor markets in these countries - yet cannot by itself solve the labor market challenges there. The study makes a number of recommendations including: upgrading the statistics available and conducting further in-depth analysis; upgrading education and training systems; mainstreaming the policy goal of job creation and higher productivity; promoting active labor market policies; creating incentives to hire new graduates and women; creating incentives to transform informal into formal employment; and establishing social protection systems guaranteeing universal coverage, with the emphasis on worker rather than job protection. This comes as a result of the COVID-19 pandemic outbreak. Government imposed an economic lockdown which restricted non-essential economic activities and people’s movement in order to contain the virus. A SAM multiplier model was used to estimate the economic impact of the lockdown and to explore potential recovery pathways for the Jordanian economy. Some of the key findings from this modeling exercise are: • National GDP is estimated to have fallen by 23 percent during the lockdown period. The services sector was hardest hit, seeing an estimated drop in output of almost 30 percent. • Food systems in Jordan are estimated to have experienced a reduction in output by almost 40 percent. • Employment losses during the lockdown were estimated at over 20 percent, mainly driven by job losses in services, followed by agriculture. • Household income fell on average by around one-fifth due to the lockdown, mainly driven by contraction in service sector activities, by slowdown in manufacturing activity, and by lower remittances from abroad. • GDP growth rates for Jordan’s economy will continue to be negative through 2020, ranging from -5.7 to -7.4 percent, depending on the speed of economic recovery. A slow pace of recovery is expected. This economic recovery offers opportunities for fostering sustainable economic transformation and structural change. Economic policies and incentives should be directed towards more economic diversification, greater resilience to withstand economic shocks, and job creation.
