Because of the mission, resources available to the task force, and the nature of the conflict, the command chose a course of action that used Information Operations as the decisive operation. Specifically they focused on the Information Operation task of Information Engagement to accomplish the mission. Joint Military doctrine states that a valid COA is one that is adequate, feasible, acceptable, distinguishable, and complete. Since CJTF-HOA already implemented the course of action, the analysis was limited to adequate, feasible, and acceptable. CJTF-HOA's performance in the past five years proved that Information Operations were an adequate, feasible, and acceptable course of action to fight the Global War on Terror in the Horn of Africa. This Information Operations success story begs the question - What are Information Operations? The Theory of Information Operations presumes that there is an Information Environment that consists of three domains, Cognitive, Informational, and Physical. Information resides in and travels between these domains. Joint and Army doctrine provide a common point of departure for how Information Operations align with the warfighting functions. Proposed Army Doctrine would change the current alignment to better facilitate planning and execution of Information Operations. This new doctrinal alignment is extremely relevant to facilitating the replication of CJTF-HOA's success in other regions of the globe. Aligning the capabilities of Information Operations along warfighting functions facilitates the synchronization and coordination of Information Operations during planning and execution. This is especially important in an operational command such as CJTF-HOA. The rewrite of FM 3-0 Operations divides Information Operations into five tasks and aligns responsibility for planning and executing these tasks along warfighting functions. The new FM 3-0 also assigns staff responsibility for each of the IO tasks. Under this construct, the task of Information Engagement is part of the Command and Control warfighting function and the G-7 has staff responsibility for that task. The new construct eliminates the need for an Information Operations Working Group. The IO tasks are coordinated and synchronized by the responsible staff sections in the course of executing the Military Decision Making Process or the Joint Operation Planning Process. This war is a war of ideas, similar to the Cold War. The key to continued success is for the U.S. to continue the mission until the terrorists are convinced of their defeat. Continued presence and action in the Horn of Africa demonstrates that the U.S. has the will to prevail in the long conflict. As the U.S. Military reduces troop commitments in Iraq and Afghanistan, it should apply this course of action to other regions in the globe similar to the Horn of Africa. For the U.S. Military to achieve the maximum benefit of this course of action in new regions, the Military must incorporate the lessons learned from CJTF-HOA. Those lessons cover a range of topics but the most important are command and control, interagency coordination and timeframe. Implementing these lessons learned reduces risk in future operations.

Book excerpt: Combined Joint Task Force-Horn of Africa (CJTF-HOA) has developed a course of action (COA) to win the Global War on Terrorism (GWOT) in the Horn of Africa. Because of the mission, the resources available to the task force, and the nature of the conflict, the command chose a COA that uses Information Operations (IO) as the decisive strategy. Specifically, they have focused on the IO task of Information Engagement to accomplish the mission. CJTF-HOA's performance over the past 5 years has proved that IO is an adequate, feasible, and acceptable course of action to fight the GWOT in the Horn of Africa. Joint and Army doctrine currently specify how IO aligns with warfighting functions. The author proposes a change in that doctrinal alignment to better facilitate the synchronization and coordination of IO during planning and execution. This new doctrinal alignment also may facilitate the replication of CJTF-HOA's success in other regions of the globe. The revision of Field Manual 3-0, Operations, divides IO into five tasks and assigns certain staff responsibility for each task. Under this construct, the task of Information Engagement is part of the Command and Control warfighting function and G-7 has responsibility for it. The new construct eliminates the need for an IO Working Group. As the U.S. Military reduces troop commitments in Iraq and Afghanistan, it should apply this COA to other regions of the globe. Book excerpt: The U.S. Africa Command (AFRICOM), newest of the six U.S. Department of Defense geographic combatant commands (CCMDs), was created in 2007 amid great controversy in both Africa and the United States over its location and mission. Over the last 5 years, AFRICOM has matured greatly, overcoming much of the initial resistance from African stakeholders through careful public messaging, and by addressing most of the U.S. interagency concerns about the Command's size and proper role within the U.S. national security/foreign policy community. This Letort Paper describes the geostrategic, operational, and intellectual changes that explain why AFRICOM was created, and debunks three myths about AFRICOM: that it was created to "exploit" Africa's oil and gas riches, "blocks" China's rise in Africa, and that France "opposes" AFRICOM. The author concludes by raising five issues that are important to AFRICOM's future: 1) allocated forces to carry out short-term training engagements in Africa; 2) preference to emerging democracies in the selection of the Command's partner-nations; 3) the desirability of regional approaches in Africa, including helping the African Union and its Regional Economic Communities to establish standby brigades; 4) the location of the Command's headquarters, which should remain in Stuttgart, Germany, for operational efficiency; and, 5) the need to carry out a top-down "right-sizing" exercise at AFRICOM during a time of severe budget constraints and a real risk for the United States of "strategic insolvency."

The group has carried out attacks in Nigeria, Cameroon, Chad and Niger, killing and abducting people and destroying villages and military bases. The group's violent activities, with the attendant causalities and regional spill-over, has posed an unprecedented threat to human security and the stability of Nigeria and the region as a whole. The Peace and Security Council of the African Union in January 2015 authorized the mobilization of a Multi-National Joint Task Force (MNJTF), made up of troops from Benin, Cameroon, Chad, Niger, and Nigeria, to tackle the Boko Haram insurgency in the region. Therefore, the objective of this research is to identify what is needed to enhance the effectiveness of the MNJTF in order to build its capacity to bring back stability to the LCB region. A suitable approach to this end is to identify what can be learned from past regional military integration (RMI) efforts in West Africa. Hence, using case studies of past RMI efforts in West Africa, this thesis examines the factors that have facilitated as well as hindered successful regional military interventions in the sub-region. Findings from these case studies build the evidential base for providing recommendations to enhance the capacity and effectiveness of the MNJTF.

The joint force has carried out periodic operations, often involving troops from one country fighting in the country next door. Offensives have won victories and helped instil an esprit de corps among participating troops. But nimble militant factions have regrouped fast, and the MNJTF's effectiveness has suffered from confusion over priorities, the four states' reluctance to cede command to the force itself, and funding and procurement delays. A successful response to militancy in Lake Chad will depend not only on the joint force but also on whether states can improve conditions for and inspire more trust among residents of affected areas. But an improved MNJTF could help such a strategy. Lake Chad states should boost its planning and communications capacity, intelligence sharing, human rights compliance and civil-military coordination.
