Book excerpt: The mission of the U.S. Department of Defense's (DOD) Joint Chemical and Biological Defense Program (CBDP) is to provide chemical and biological defense capabilities in support of the national military strategies. To accomplish this mission, the CBDP works with other federal agencies, state and local governments, Congress, and the private sector. This document provides an overview of the current and future programs that enable our troops to protect themselves and our nation from CBRN threat. The current environment demands a CBDP that is visionary, able to respond quickly to warfighter and national security needs, and streamlined with authority and accountability vested in specific executives. The Department will continuously assess its progress, ever striving to ensure that the U.S. military has the capabilities and information to operate effectively and decisively in the face of CBRN threats, in warfighter and homeland security missions, today and through the challenges of tomorrow. Additionally, the DOD Annual Report to Congress on the Chemical and Biological Defense Program provides a more detailed overview of the CBDP, as well as a more detailed examination of the program's objectives for the future.

Since Operation Desert Storm, the CBDP effectively developed and fielded new or improved capabilities that address shortfalls identified during that war.

Book excerpt: In recent years, substantial efforts have been initiated to develop new drugs, vaccines, and other medical interventions against biological agents that could be used in bioterrorist attacks against civilian populations. According to a new congressionally mandated report from the Institute of Medicine and National Research Council of the National Academies, to successfully develop these drugs, vaccines, and other medical interventions against biowarfare agents, Congress should authorize the creation of a new agency within the Office of the Secretary of the U.S. Department of Defense. The committee recommended that Congress should improve liability protections for those who develop and manufacture these products, to stimulate willingness to invest in new research and development for biowarfare protection. Giving Full Measure to Countermeasures also identifies other challengesâ€"such as the need for appropriate animal models and laboratories equipped with high-level biosafety protectionsâ€"that will require attention if DoD efforts to develop new medical countermeasures are to be successful.

Book excerpt: Over the last ten years, there has been growing concern about potential biological attacks on the nation's population and its military facilities. It is now possible to detect such attacks quickly enough to permit treatment of potential victims prior to the onset of symptoms. The capability to "detect to warn", that is in time to take action to minimize human exposure, however, is still lacking. To help achieve such a capability, the Defense Threat Reduction Agency (DTRA) asked the National Research Council (NRC) to assess the development path for "detect to warn" sensors systems. This report presents the results of this assessment including analysis of scenarios for protecting facilities, sensor requirements, and detection technologies and systems. Findings and recommendations are provided for the most probable path to achieve a detect-to-warn capability and potential technological breakthroughs that could accelerate its attainment.
