Book excerpt: The Joint Logistics Commanders' Joint Policy Coordinating Group on Computer Resource Management (CRM) has been striving since 1977 to achieve sensible triservice policy and standards in the acquisition of computer software in weapon systems where that software is mission critical. The CRM group have broadened their area of concern to the entire life cycle of weapon system software by sponsoring an important workshop on software support (often misleadingly called software 'maintenance'). This significant workshop, called Orlando I, focused on the issues of modification of software to support mission requirements changes and to improve performance after the development of the initial computer programs and/or after the deployment of the weapon system. This volume outlines the workshop organization, summarizes the speeches of the honored guests of the workshop, and provides the complete reports of the six panels addressing the Post Deployment Software Support (PDSS) issues of government/industry workforce mix, independent verification and validation, cost of ownership, software support environments, the software change process and configuration management. The previous workshops, Monterey I & II and Orlando I, were instrumental in the identification of issues that could be addressed in Department of Defense standards for the development of mission critical systems with embedded computers. The central theme of Orlando II was Solving the PDSS Challenge. The workshop addressed all aspects of Post Deployment Software Support (PDSS) to identify areas which offer significant payoffs in terms of cost reduction, improved system reliability, and streamlining the PDSS process. Specific panel topics were as follows: PDSS Planning During Development, Forecasting PDSS Resource Requirements, Software Change Process, PDSS Standards, PDSS Management Indicators and Quality Metrics, Human Resources in PDSS, Software Technology Transition, and MCCR Security. Orlando II addressed the problems causing the current crisis in support of MCCR. The workshop reinforced the fact that more cooperation is needed among the Services. Book excerpt: The third biannual software workshop of the Joint Logistics Commanders' Joint Policy Coordinating Group on Computer Resources Management and was held 31 October through 4 November 1983 at the Langford Hotel in Winter Park, Florida. The purpose of the workshop was to review Post Development Software Support (PDSS) activities for mission critical computer resources within the joint logistics commands and to make specific recommendations for uniform JLC policy relevant to PDSS life cycle support issues. Panels at the workshop addressed the issues of: 1) criteria for government/industry workforce mix, 2) independent verification and validation of computer software, 3) cost of present and future ownership of mission critical computer resources, 4) uniform software support environments, 5) policy manual for managing software change processing, and 6) configuration management requirements. This volume presents a summary of objectives, findings, conclusions and recommendations of the six workshop panels. Volume II of this report presents the workshop proceedings which provide the details of the workshop organization, summaries of guest speaker presentations, and the complete panel reports for all six of the workshop study groups. Book excerpt: Increasingly, Department of Defense (DoD) weapon systems are becoming more software dependent. The future holds a ten-fold increase in the amount of on-board software in military systems. Software will provide more functionality and there will be more of it. The growth in the amount of fielded software has increased the requirements for software support services. It is estimated that more than 70% of the DoD expenditure for software is for what is commonly referred to as post deployment software support (PDSS), i.e., software maintenance of fielded system software. This thesis examines the impact of the declining defense budget and personnel reductions on Army software support activities, and the potential effect on operational systems. A secondary question was to review what is involved in PDSS support and what missions the PDSS centers perform. During this research the PDSS centers at CECOM and MICOM were examined. They provide 'cradle to grave' software support. While both PDSS centers have experienced a constant growth in the number of systems they support, the number of people they have on hand has actually decreased. At the same time their budgets have not increased proportionately to their increased workload. Support for some systems has been terminated because of the cut backs. Continued budget cuts could jeopardize their ability to provide support to many systems in the future.

Book excerpt: The purpose of this study was to define a methodology for estimating manpower and personnel requirements for Post Deployment Software Support (PDSS) of Department of Defense (DOD) software systems. This study was initiated by the United States Army's Training and Doctrine Command (TRADOC) Analysis Center (TRAC) at Fort Lee (TRAC-LEE), Virginia. The Statement of Work (SOW) required the AEPCO/DRC Team to accomplish the following: (1) Develop a methodology for determining PDSSS manpower and personnel resource requirements and training prerequisites; (2) Outline a procedure for implementing this methodology; and (3) Discuss the practical application of the methodology to the Army's National Missile Defense (NMD) System. Typically, PDSS accounts for more than two thirds of the total lift cycle cost for software within the DOD. This study defined a methodology to assist program managers within DOD in estimating PDSS manpower and personnel (MP) requirements and training standards in order to mitigate life cycle software engineering (LCSE) costs.
