He was the first African to gain a university degree from the then University of Northern Rhodesia, and he went on to serve in the first independence government of Kenneth Kaunda, with portfolios including education, mines and finance. He has variously served as chairman of the Constitutional Review Commission, and as Chancellor of the University of Zambia. He is author of two previous landmark publications in Zambia: The Growth of Education in Zambia since Independence (OUP, 1968) and End of Kaunda Era (Multimedia, 1994). This biography chronicles his personal experience of politics, development, and the role of legal practitioners in providing effective safeguards for civil liberties in Zambia. It is characterised by his belief in hard work, engagement in public life, and affirmation in human endeavour, which he considers essential for both personal and national development.

Book excerpt: Why have seemingly similar African countries developed very different forms of democratic party systems? Despite virtually ubiquitous conditions that are assumed to be challenging to democracy - low levels of economic development, high ethnic heterogeneity, and weak state capacity - nearly two dozen African countries have maintained democratic competition since the early 1990s. Yet the forms of party system competition vary greatly: from highly stable, nationally organized, well-institutionalized party systems to incredibly volatile, particularistic parties in systems with low institutionalization. To explain their divergent development, Rachel Beatty Riedl points to earlier authoritarian strategies to consolidate support and maintain power. The initial stages of democratic opening provide an opportunity for authoritarian incumbents to attempt to shape the rules of the new multiparty system in their own interests, but their power to do so depends on the extent of local support built up over time.

It explains how indigenous social welfare initiatives in colonial Zambia, culminated in the Federation of Welfare Societies. The former became the first nationalist party in this era known as the Northern Rhodesia Congress (NRC), with Godwin Mbikusita Lewanika as its leader. The book also elucidates how the first African government, which was headed by Kenneth Kaunda, attained positive human development indictors in Zambia in the 1960s. Nonetheless, this was at the expense of Barotseland as Kaunda's government had deliberately underdeveloped Barotseland after independence, whilst harassing and imprisoning Barotse activists for decades. After 1991, successive governments continued to apply Kaunda's methods. The book contends that Zambia in its present form is an illegal state, because the Barotseland Agreement was abrogated by Kaunda in 1969. This treaty was meant to amalgamate the former British Protectorates of Barotseland and Northern Rhodesia to form Zambia in 1964.

Through the perspective of these activists, Ismay Milford presents a social and intellectual history of decolonisation and anticolonialism in the 1950s and 1960s. Drawing on multi-archival research, she brings together their trajectories for the first time, reconstructing the anticolonial culture that underpinned their journeys to Delhi, Cairo, London, Accra and beyond. Forming committees and publishing pamphlets, these activists worked with pan-African and Afro-Asian solidarity projects, Cold War student internationals, spiritual internationalists and diverse pressure groups. Milford argues that a focus on their everyday labour and knowledge production highlights certain limits of transnational and international activism, opening up a critical - albeit less heroic - perspective on the global history of anticolonial work and thought.

Book excerpt: As the population of Africa increasingly converts to Christianity, the church has stepped up its involvement in secular affairs revolving around the transition to democracy in nations such as Zambia, Zimbabwe, and South Africa. Comparative in approach, the author analyzes patterns of church-state relations in various sub-Saharan countries, and contends that churches become more active and politically prominent when elements and organizations of civil society are repressed by political factors or governing bodies, providing services to maintain the well-being of civil society in the absence of those organizations being repressed. The author concludes, that once political repression subsides, churches tend to withdraw from a confrontation with the state and their political role becomes unclear. This unique book advances the idea that in pluralist Africa, churches should focus their influence and resources on nurturing the fragile multiparty democracies and promoting peace and reconciliation. In his analysis of church-state relations in sub-Saharan Africa, Phiri shows how churches are drawn into confrontation with the state by the repression of civil society and that once civil society is liberated, direct church-state confrontation diminishes. In South Africa, churches led by figures such as Bishop Desmond Tutu assumed a major role after nationalist movements such as Nelson Mandela's African National Congress were banned and their leaders jailed. In Zimbabwe, the church assumed a confrontational role in 1965 after political movements were banned and their leaders exiled. In Zambia, churches became confrontational when the single-party rule repressed all opposition and supported the rise of the prodemocracy movement that ended Kenneth Kaunda's twenty-seven-year rule. Examining these situations and others in different parts of Africa, Phiri illuminates the major issues and conflicts and suggests ways in which the church can continue to help promote smooth transitions to democracy.
