Even the small minority of Americans who are homeless are aff ected by housing policies specifi cally targeted to low-income individuals.The government's increasing involvement in housing markets, fed by popular demand that government "do something" to address real problems of mortgage defaults and loans, provides good reason to take a new look at the public sector in housing markets. Crises in prime mortgage lending may lower the cost of housing, but the poor and homeless cannot benefi t because of increases in unemployment. Even the private market is heavily regulated. Government policies dictate whether people can build new housing on their land, what type of housing they can build, the terms allowed in rental contracts, and much more.This volume considers the eff ects of government housing policies and what can be done to make them work better. It shows that many problems are the result of government rules and regulations. Even in a time of foreclosures, the market can still do a crucial a job of allocating resources, just as it does in other markets. Consequently, the appropriate policy response may well be to signifi cantly reduce, not increase, government presence in housing markets. Housing America is a courageous and comprehensive eff ort to examine housing policies in the United States and to show how such policies aff ect the housing market.

Book excerpt: Despite extensive efforts to understand the overall effect of urban structure on the current patterns of urban mobility, we are still far from a consensual perspective on this complex matter. To help build agreement on the factors influencing travel behaviour, this book discusses the influence of alternative urban structures on sustainable mobility. Bringing together two existing and complementary methods to study the relationship between urban structure and mobility, the authors compare two case studies with distinct urban structures and travel behaviour (Copenhagen and Oporto). Of particular concern is the influence of urban structure factors, namely land use and transport system factors, and motivational factors related to the social, economic and cultural characteristics of the individual traveller. The research presented in this book highlights the relevance of centrality in travel behaviour and in more sustainable travel choices. Different operational forms of the centrality concept are revealed as important: it is shown that more sustainable travel can be influenced by several urban structure factors and that no particular combination is required as long as a certain level of centrality is provided. Finally, the book concludes that urban structure can, on the one hand, constrain and, on the other hand, influence travel choice.

Book excerpt: The Code of Virginia (section 33.1-23.03) requires that the Statewide Transportation Plan include "quantifiable measures and achievable goals relating to ... job-to-housing ratios." Such ratios reflect jobs/housing balance, defined as an equivalence in the numbers of an area's jobs and area residents seeking those jobs. This report identifies planning policies based on jobs/housing balance, examines the impact of such balance on commuting, and demonstrates how to measure this balance using Virginia data. The research suggests that the Code requirement may be satisfied by using the ratio of jobs to labor force, as this ratio is highly correlated with the job-to-housing ratio (based on examining 1980, 1990, and 2000 data) and is computationally feasible, at the jurisdictional level, on an annual basis. Alternative approaches for satisfying the requirements of the Code are also described in the report; these alternative approaches require additional effort but may be productive in certain circumstances. A simple longitudinal model developed using changes in Virginia jurisdiction commute time from 1990 through 2000 estimates that the average impact of a given urban jurisdiction improving its balance by 20% is a reduction in commute time of about 2 minutes. This effect is evident only if several factors, such as the manner in which the urban region is defined, are carefully controlled. Otherwise, there is no significant impact of a change in jobs/housing balance on a given jurisdiction's commute time. This finding is within the wide range of impacts of jobs/housing balance noted in the literature.
