Available in PDF, EPUB and Kindle. Book excerpt: As a result of the COVID-19 pandemic, millions of Americans found themselves out of work for long periods in 2020 and 2021. When they attempt to find new jobs, will their employment histories be held against them? In a recent survey experiment fielded in the United States, I find that fictional job applicants who experienced gaps in employment during the coronavirus pandemic are seen as less desirable hires. When asked to select hypothetical job-seekers to fill positions in the hospitality industry, respondents are about 20% less likely to choose applicants with pandemic-era resume gaps, compared to otherwise identical applicants who worked continuously throughout the pandemic. This hiring penalty is consistent no matter why the fictional job applicants were out of work, whether they were laid off, yo-yoed in and out of employment, or stopped working to supervise virtual school for their children. In addition, fictional job applicants who were out of work during the pandemic are perceived more negatively than their continuously employed peers. Respondents describe them as less hardworking, less dedicated, less professional, and less qualified than those who remained employed. Because pandemic-era job losses have been concentrated among people of color and women, these findings have troubling implications for racial and gender equity in the United States.

Book excerpt: We develop a framework where mismatch between vacancies and job seekers across sectors translates into higher unemployment by lowering the aggregate job-finding rate. We use this framework to measure the contribution of mismatch to the recent rise in U.S. unemployment by exploiting two sources of cross-sectional data on vacancies, JOLTS and HWOL, a new database covering the universe of online U.S. job advertisements. Mismatch across industries and occupations explains at most 1/3 of the total observed increase in the unemployment rate, whereas geographical mismatch plays no apparent role. The share of the rise in unemployment explained by occupational mismatch is increasing in the education level.

Book excerpt: This paper studies whether labor market mismatch played an important role for labor market dynamics during the COVID-19 pandemic. We apply the framework of S ̧ahin et al. (2014) to the US and the UK to measure misallocation between job seekers and vacancies across sectors until the third quarter of 2021. We find that mismatch rose sharply at the onset of the pandemic but returned to previous levels within a few quarters. Consequently, the total loss in employment caused by the rise in mismatch was smaller during the COVID-19 pandemic than during the Global Financial Crisis. The results are robust to considering alternative definitions of job seekers and to using a measure of effective job seekers in each sector. Preliminary evidence suggests that increased inactivity among older workers, the so called She-cession (particularly in the US) and shifting worker preferences amid strong labor demand are more prominent explanations for the persistent employment shortfall vis-à-vis pre-COVID levels.
