For ten years, between 1933 and 1943, direct job creation was put into practice, employing more than eight million Americans and making the federal government the largest single employer in the country. Yet in 2008, when the most dramatic economic crisis since the Depression occurred, the idea of direct job creation was nowhere to be found on the list of policies deemed feasible or advisable for government at any level. People Must Live by Work traces the rise and fall of direct job creation policy—how it was put into practice, how it came within a hairbreadth of becoming a permanent feature of American economic and social administration, and why it has been largely forgotten or discounted today. Contrary to more conventional arguments, Attewell reveals that the New Deal ended the Great Depression before the United States entered World War II and its jobs programs continued to influence policy debates over the Employment Act of 1946. He examines the deliberations surrounding the Humphrey-Hawkins Full Employment Act that was signed into law in 1978 and demonstrates the ways in which direct job creation played a significant and polarizing role in dividing the economic establishment and the Democratic party in the 1970s. Results show that the business population as a whole is extremely turbulent, meaning millions of companies form every year, and a significant portion experience growth -- especially small firms. An era of innovation is on the rise, stemming from a small number of high tech and high-innovation firms that are leading the service industries of the United States. The economies of Canada, Sweden, and the United Kingdom are studied as well, and are found to exhibit strikingly different characteristics from the US, based on differing cultural values; consequently, change will evolve slowly. The spatial implications of the innovation revolution are discussed, and predictions are made for future areas of economic growth. Conclusions show that the US worker must be willing to seek opportunities, acquire knowledge that is valuable across industries, and adapt to multiple jobs and the career shifts that necessarily accompany turbulent, innovation-based markets. By comparison, that $63 Billion projected cost is less than 10% of the entire cost of the Obama Stimulus Bill. Indeed, at an average cost per job of $14,000, the Sustained Jobs Creation Tax Credit is tens of thousands of dollars less when compared to 1) the Obama Stimulus Plan ($238,000 per job); 2) the Cash for Clunkers program ($86,000 per job) or 3) the Cash for Caulkers program ($80,000 per job).Additionally, in conjunction with imperative and comprehensive Corporate and Individual Tax Reform, this book describes exactly how to financially incentivize Existing, Established Businesses and U.S.-based Multi-National Corporations, in particular, to finally move their collective $2+ Trillion of capital currently sitting on the sidelines, both domestically and overseas, back into the United States and invest it in Job Creation in this country. Once achieved, a recovery of a projected eight million sustained, long-lasting American jobs - along with meaningful and justifiable Social Security and Medicare payroll tax reform - could, indeed, result in a balanced Annual Federal Budget (as detailed herein) within just five years.
