Book excerpt: The economic and social prospects are daunting for the 89 million out-of-school youth who comprise nearly half of all youth in Sub-Saharan Africa. Within the next decade, when this cohort becomes the core of the labor market, an estimated 40 million more youth will drop out, and will face an uncertain future with limited work and life skills. Furthermore, out-of-school youth often are 'policy orphans,' positioned between sectors with little data, low implementation capacity, lack of interest in long-term sustainability of programs, insufficient funds, and little coordination across the different government agencies. This report provides a diagnostic analysis of the state of out-of-school youth in Sub-Saharan Africa, focusing on the 12- to 24-year-old cohort. This report also examines the decision path youth take as they progress through the education system and the factors that explain youth's school and work choices. It finds that individual and household characteristics, social norms, and characteristics of the school system all matter in understanding why youth drop out and remain out of school. In particular, six key factors characterize out-of-school youth: (i) most out-of-school youth drop out before secondary school; (ii) early marriage for female youth and (iii) rural residence increase the likelihood of being out of school; (iv) parental education level and (v) the number of working adults are important household factors; and (vi) lack of school access and low educational quality are binding supply-side constraints. Policy discussions on out-of-school youth are framed by these six key factors along with three entry points for intervention: retention, remediation, and integration. This report also reviews policies and programs in place for out-of-school youth across the continent. Ultimately, this report aims to inform public discussion, policy formulation, and development practitioners' actions working with youth in Sub-Saharan Africa.

Book excerpt: The reprint of Henri Savall’s classic Work and People, originally published in French in 1974, is part of the Research in Management Consulting series effort to look backward as well as forward in examining trends, perspectives, and insights – especially from different countries and cultures – into the world of management consulting. Savall’s insights into the complexity of organizational life were groundbreaking, articulating the need to examine both economic and social factors as part of the same analysis, assessing technical and behavioral patterns through the lens of an integrated framework. As he has argued, there is a double-loop interaction between “the quality of functioning and economic performance,” and underestimating this socio-economic “tension” leads inevitably to reduced performance and losses, which he refers to as “hidden costs.” This approach, referred to as the socio-economic approach to management (SEAM), has significant potential for our thinking about organizational diagnosis and intervention. As Savall emphasizes, the North American tendency to cast people as human “resources” misses the essential point that human beings cannot be considered as simply another resource at the organization’s disposal. People are free to give or withhold their energy as they desire, depending on the quality of formal and informal contracts and interactions they have with their organizations. As such, the SEAM approach focuses on human “potential,” underscoring the need for managers and their organizations to create the conditions under which people will want to maximize their talents on behalf of the organization. Work and People focuses on the ramifications of this reality, as dysfunctions – the difference between planned and emergent activities and functions – can quickly lead to a series of costs that are “hidden” from an organization’s formal information systems (e.g., income statements, balance sheets, budgets). As his insightful work underscores, as organizations begin to accumulate dysfunction upon dysfunction, they inadvertently undermine their performance and create excessive operating costs, with lower productivity and less efficiency than they could achieve. As readers will discover, the frameworks, tools and ways of thinking about organizations, people and management in this volume – in essence the background to the socio-economic approach to organizational diagnosis and intervention – continue to hold great promise for our attempts to create truly integrative approaches to management and organizational improvement efforts.

En effet, même si l'homosexualité est considérée comme un crime depuis l'époque coloniale, une culture gaie masculine, qui était pratiquement inexistante avant 1880, s'est largement épanouie depuis le début du siècle. Grossières indécences retrace les origines de cette culture clandestine complexe et fascinante. Dominic Dagenais a consulté à rebours des archives produites en grande partie par la surveillance et la persécution, soit des dossiers judiciaires, des articles de journaux, de la correspondance, des archives personnelles, des publications médicales et des dossiers d'enquêtes publiques pour mettre au jour le contexte répressif dans lequel les identités homosexuelles contemporaines se sont construites et pour découvrir les espaces publics investis par le monde homosexuel montréalais au tournant du XXe siècle. Dans une ville marquée par le fleurissement des loisirs commerciaux et les trépidations de son quartier chaud, des hommes, mais aussi quelques femmes, ont déployé diverses stratégies pour se rencontrer et pour nouer des relations. Des rencontres risquées surviennent ainsi dans les rues, ruelles, magasins, parcs, théâtres et toilettes publiques de la ville. Un monde homosexuel riche et diversifié prend forme à Montréal au tournant du XXe siècle, en dépit d'une surveillance policière de plus en plus élaborée et des lourdes sanctions pénales auxquelles s'exposent les individus se livrant à des rapports homosexuels, considérés alors comme une grossière indécence et comme le pire des vices. Ce livre documente son histoire inédite.
