Book excerpt: In 1788, Adam and Elizabeth Peck followed the Holston River from Virginia into east Tennessee and settled in what would become Mossy Creek. Utilizing the waterway, the Pecks gristmill thrived within a growing community. The outbreak of the Civil War brought the Battle of Mossy Creek on December 29, 1863. During the next century, zinc mining, the establishment of Mossy Creek Missionary Baptist Seminary (now Carson-Newman University), and the towns inclusion as a stop on the new railroad ushered a steady flow of people to this picturesque region of promise. In 1901, Mossy Creek joined the Carsonville and Frame Addition communities to be incorporated as Jefferson City. The Tennessee Valley Authority began work in 1940 on nearby Cherokee Dam, generating both jobs and tourism.

Coming of age during the Vietnam War and the Cold War in Europe, he attended college, deferring his military service and achieving an ROTC commission to grant himself some control over his fate if deployed to Vietnam. Cadet Stratman excelled at ROTC Summer Camp and qualified to lead Lincoln University's ROTC battalion in his senior year and, in December 1972, was commissioned a second lieutenant in the Field Artillery. Married with one child and another on the way, he and his wife ventured into the uncertain military service world, confident - yet apprehensive about what they might encounter in the Army. The officer embraced many challenging assignments, earning the trust and confidence of his senior officers, who inspired him to remain in the Army. As a soldier, he made the transition from a tactical nuclear missile system to cannon artillery, served in Germany and South Korea during the Cold War, and was later selected for battalion command - a milestone achievement surpassed only by his unit's combat performance in support of Operations Desert Shield and Desert Storm. In the years after the collapse of Yugoslavia, he serviced two peacekeeping missions in Bosnia. Following the terrorist attacks of September 11, 2001, he fulfilled key roles in the defeat of the Taliban in Afghanistan and establishment of the combat theater in the Middle East for Operation Iraqi Freedom. His final tour of duty was in Baghdad, serving with the U.S. Embassy to establish Iraq's governance. In 2006, he retired as a major general with three decades of military service, demonstrating that a farm boy from rural Vienna, Missouri, could take on the many diverse, global challenges and consistently succeed. In The Missouri State Penitentiary, Jamie Pamela Rasmussen recounts the long and fascinating history of the place, focusing on the stories of inmates and the struggles by prison officials to provide opportunities for reform while keeping costs down. Tales of prominent prisoners, including Pretty Boy Floyd, Sonny Liston, and James Earl Ray, provide intrigue and insight into the institution’s infamous reputation. The founding of the penitentiary helped solidify Jefferson City’s position as the state capital. A highlight in the chapter on the Civil War years is the story of George Thompson, who was imprisoned for attempting to help a number of slaves to freedom. The narrative enters the twentieth century with the controversy surrounding the various systems of inmate labor; the effort to make the prison self-supporting eventually caused punishment to be driven by factory needs. The example of Firebug Johnson demonstrates how inmates reacted to the prison labor system while Kate Richards O’Hare’s struggles and efforts to improve conditions in the penitentiary illuminate the role of women in the system at the time. A full chapter is devoted to the riot of 1954, and another concentrates on the reforms made in the wake of that catastrophe. The Missouri State Penitentiary provides a fitting account of an institution that was part of Missouri’s history for well over a century. Numerous illustrations and a list of recommended reading contribute to the readers’ understanding of the history of the institution.

The grandest of escape attempts ended with the city's only triple hanging. The capital city had plenty of entrepreneurs willing to sidestep the federal Volstead Act, which attracted Ku Klux Klan activity and culminated in the election of a "law and order" sheriff, whose deputies broke laws to enforce them. Many other tragedies grieved the community, including the South Side murder of a German immigrant by a teen-aged deputy, who had been caught sleeping with the victim's daughter. Author Michelle Brooks has collected a sample of some of the shocking events of Jefferson City's first century.
