Yet many inside and outside Japan have asked whether the country should or will return to commanding armed forces amid an increasingly challenging regional and global context and as domestic politics have shifted in favor of demonstrations of national strength. Tom Phuong Le offers a novel explanation of Japan’s reluctance to remilitarize that foregrounds the relationship between demographics and security. Japan’s Aging Peace demonstrates how changing perceptions of security across generations have culminated in a culture of antimilitarism that constrains the government’s efforts to pursue a more martial foreign policy. Le challenges a simple opposition between militarism and pacifism, arguing that Japanese security discourse should be understood in terms of “multiple militarisms,” which can legitimate choices such as the mobilization of the Japan Self-Defense Forces for peacekeeping operations and humanitarian relief missions. Le highlights how factors that are not typically linked to security policy, such as aging and declining populations and gender inequality, have played crucial roles. He contends that the case of Japan challenges the presumption in international relations scholarship that states must pursue the use of force or be punished, showing how widespread normative beliefs have restrained Japanese policy makers. Drawing on interviews with policy makers, military personnel, atomic bomb survivors, museum coordinators, grassroots activists, and other stakeholders, as well as analysis of peace museums and social movements, Japan’s Aging Peace provides new insights for scholars of Asian politics, international relations, and Japanese foreign policy.

Hughes assesses developments in defence expenditure, civilmilitary relations, domestic and international militaryindustrial complexes, Japans procurement of regional and global power-projection capabilities, the expansion of USJapan cooperation, and attitudes towards nuclear weapons, constitutional revision and the use of military force. In all of these areas, dynamic and long-term changes outweigh Japans short-term political logjam over security policy. Hughes argues that many post-war constraints on Japans military role are still eroding, and that Tokyo is moving towards a more assertive military role and strengthened USJapan cooperation. Japans remilitarisation will boost its international security role and the dominance of the USJapan alliance in regional and global security affairs, but will need to be carefully managed if it is not to become a source of destabilising tensions.

Book excerpt: For the past four decades, the bilateral US-Japan relationship has been the bedrock of security and stability in the Asia-Pacific region (APR). Moreover, this relationship, along with other bilateral agreements throughout the APR, has stood as one of the premier pillars for United States national security policy in the postwar period. Though many would argue that Europe was the primary battle ground of the Cold War, Asia certainly ranks, in some ways, as an equal partner. Regarding US containment policies, Korea and Vietnam are stark testimony of that national security strategy. Our bilateral treaty commitments throughout the APR have provided a security framework to counterbalance the threat of Soviet global expansionism. Without a doubt, Japan has been the cornerstone of those security commitments and has remained the primary focus of US national security strategy in the APR, today. For the most part, the US-Japan relationship has been one of the true success stories of the bipolar world order. Yet, now, almost revolutionary in nature, the bipolar world order seems to have suddenly disappeared. A democratic transformation in Eastern Europe and the subsequent demise of the Warsaw Pact has occurred. Where there had been little to no hope, there are now signs of rapprochement between North and South Korea. Also, though Tiananmen Square continues to weigh heavily in the minds of many, China is again showing positive trends and, with the passing.

This Adelphi Paper assesses the overall trajectory of Japan’s security policy over the last decade, and the impact of a changing Japanese military posture on the stability of East Asia. The paper examines Japan’s evolving security debate, set against the background of a shifting international environment and domestic policymaking system; the status of Japan’s national military capabilities and constitutional prohibitions; post-Cold War developments in the US Japan alliance; and Japan’s role in multilateral regional security dialogue, UN PKO, and US-led coalitions of the willing. It concludes that Japan is undoubtedly moving along the trajectory of becoming a more assertive military power, and that this trend has been accelerated post-9/11. Japan is unlikely, though, to channel its military power through greatly different frameworks than at present. Japan will opt for the enhanced, and probably inextricable, integration of its military capabilities into the US Japan alliance, rather than pursuing options for greater autonomy or multilateralism. Japan’s strengthened role as the defensive shield for the offensive sword of US power projection will only serve to bolster US military hegemony in East Asia and globally.

Rather than viewing the process of normalization and rejuvenation as two decades of remilitarization in face of rapidly changing strategic environment and domestic political circumstances, this volume contextualizes Japan’s contemporary international relations against the longer grain of Japanese historical interactions. It demonstrates that policies and statecraft in the Prime Minister Shinzo Abe’s era are a continuation of a long, unbroken and arduous effort by successive generations of leaders to preserve Japanese autonomy, enhance security and advance Japanese national interests. Arguing against the notion that Japan cannot work with China as long as the US-Japan alliance is in place, the book suggests that Tokyo could forge constructive relations with Beijing by engaging China in joint projects in and outside of the Asia-Pacific in issue areas such as infrastructure development or in the provision of international public goods. It also submits that an improvement in Japan-China relations would enhance rather than detract Japan-US relations and that Tokyo will find that her new found autonomy in the US-Japan alliance would not only accord her more political respect and strategic latitude, but also allow her to ameliorate the excesses of American foreign policy adventurism, paving for her to become a truly normal great power.

At the time of original publication the author argued that contemporary forces within Japan were combining to create a strong movement for revision of the constitution and for the acquisition of nuclear weapons by renewed and powerful military establishment. The American government, which had encouraged rearmament, was beginning to wonder about the world effect of an economically powerful rearmed Japan and was weighing the consequences of considering Japan its only major ally in East Asia. Albert Axelbank suggests that shifting international politics and the conservative momentum in Japan make revision of the constitution and the development of Japanese militarism and nuclear weapons almost inevitable.
