Book excerpt: This book offers the first in-depth examination of Japanese-Mongolian relations from the late nineteenth century through to the middle of the twentieth century and in the process repositions Mongolia in Sino-Japanese and Russo-Japanese relations. Beginning in 1873, with the intrepid journey to Mongolia by a group of Buddhist monks from one of Kyoto’s largest orders, the relationship later included groups and individuals from across Japanese society, with representatives from the military, academia, business and the bureaucracy. Throughout the book, the interplay between these various groups is examined in depth, arguing that to restrict Japan’s relationship with Mongolia to merely the strategic and as an adjunct to Manchuria, as has been done in other works, neglects important facets of the relationship, including the cultural, religious and economic. It does not, however, ignore the strategic importance of Mongolia to the Japanese military. The author considers the cultural diplomacy of the Zenrin kyôkai, a Japanese quasi-governmental humanitarian organization whose activities in inner Mongolia in the 1930s and 1940s have been almost completely ignored in earlier studies and whose operations suggest that Japanese-Mongolian relations are quite distinct from other Asian peoples. Accordingly, the book makes a major contribution to our understanding of Japanese activities in a part of Asia that figured prominently in pre-war and wartime Japanese strategic and cultural thinking.

The Koizumi government of the early 2000s took bold steps to position Japan's military to play a global security role. Securing Japan begins by tracing the history of Japan's grand strategy—from the Meiji rulers, who recognized the intimate connection between economic success and military advance, to the Konoye consensus that led to Japan's defeat in World War II and the postwar compact with the United States. He becomes No.2 at the Domei news agency, working on Japanese propaganda in Southeast Asia and broadcasting propaganda to Indian troops in India, urging them to switch sides and fight against the British, for which he receives a special commendation from Heinrich Himmler – ‘I was not happy about Himmler’s intrusion into my life, but I kept my mouth shut and my neck intact’. John writes about wanton killings in Singapore and Malaya, the daily struggle to find food, and Blood Alley in Penang, where he witnesses a ‘cleansing’. He talks candidly about the rise of the Indian National Army and its charismatic leader Subhas Chandra Bose (whom he meets on several occasions), the creation of the all-female Rani of Jhansi combat regiment and the lure of the nationalist call of ‘Challo Dilli’ (‘On to Delhi’). This is a fascinating eyewitness account of the Japanese occupation of Singapore and Malaya as told by a career journalist. Following the war, John returned to The Malaya Tribune, where his deputy was S. Rajaratnam, the future Deputy Prime Minister of Singapore.
