The truth, however, is that the Japanese attack was preceded by six months of intense diplomatic negotiations between the Japanese and the Americans. In The Axis Alliance and Japanese-American Relations, historian Paul Schroeder reviews the course of these negotiations. Of particular interest to Schroeder is the role that Japan's Tripartite Pact with fascist Italy and Nazi Germany played in the negotiations. Schroeder shows that Japan, far from entering an alliance for world domination with Hitler, viewed the pact as an opportunity to secure its interests while avoiding a war with the U.S. and how, when the Pact became a liability in Japan's negotiations with America, the Japanese were quick to downplay their dedication to it and its importance in their policies. Schroeder also observes the other primary issues at stake in the negotiations--Japan's war with China and its expansionary intentions in the Pacific--and discusses how American diplomacy wasted many opportunities to not only avoid war in the Pacific, but secure concessions from Japan. Book excerpt: This report analyzes the intensifying challenges that Sino-Soviet detente poses for American interests and policies in the Asia-Pacific. It addresses and evaluates Soviet President Gorbachev's successful efforts at making China the centerpiece of his Asian strategy. Although both Beijing and Moscow disingenuously argue that Sino-Soviet detente will not affect their relations with the U.S. this report indicates that substantial harm has already occurred to U.S. interests in Asia as a result of Soviet and Chinese rapprochement. The report examines the widening and deepening range of Sino- Soviet political and economic ties, and states that prospective cooperative military exchanges between the two Asian communist states must now be considered likely. This assessment of Sino-Soviet detente given in this report indicates that the balance of power may be shifting in Asia in ways unfavorable to the U.S. Finally, the report calls for a recognition by U.S. decision-makers that the apparent anti-Soviet coalition forged by the U.S. in Asia, consisting of the U.S., Japan, and China, has now been broken. Not only is this part of the shift in the balance of power, but Sino-Soviet detente provides the Soviet Union with a freedom it has not yet enjoyed for decades to conduct its Asia-Pacific policy. The countries are geographically separated by the East China Sea. Japan has been strongly influenced throughout history by China with its language, architecture, culture, religion, philosophy, and law. When it opened trade relations with the West in the mid-19th century, Japan plunged itself through an active process of Westernization during the Meiji Restoration in 1868 adopting Western European cultural influences, and began viewing China as an antiquated civilization, unable to defend itself against Western forces in part due to the First and Second Opium Wars and Anglo-French Expeditions from the 1860s to the 1880s.After a period of diplomatic rancor earlier this decade, Japan and China have demonstrably improved their bilateral relationship. The emerging d�tente includes breakthrough agreements on territorial disputes, various high-level exchanges, and reciprocal port calls by naval vessels. Over the past ten years, China-Japan economic interdependence has grown as trade and investment flows have surged. China-Japan economic ties serve as an anchor for the overall bilateral relationship and have become the center of a robust East Asian trade and investment network. On the other hand, military strategists on each side remain wary of each other's motives. Beijing is suspicious of any moves that hint at Japan developing a more active and assertive security posture, and Japanese defense planners note with alarm China's burgeoning military modernization.

Much of the literature on U.S.–China relations posits that each side was motivated either by ideologically informed interests or by ideological assumptions about its counterpart. But as these contributors emphasize, newly accessible archives suggest rather that both Beijing and Washington developed a responsive and tactically adaptable foreign policy. Each then adjusted this policy in response to changing international circumstances and changing assessments of its counterpart’s policies. Motivated less by ideology than by pragmatic national security concerns, each assumed that the other faced similar considerations.
