Book excerpt: For decades after World War II, Japan chose to focus on soft power and economic diplomacy alongside a close alliance with the United States, eschewing a potential leadership role in regional and global security. Since the end of the Cold War, and especially since the rise of Prime Minister Shinzo Abe, Japan's military capabilities have resurged. In this analysis of Japan's changing military policy, Andrew L. Oros shows how a gradual awakening to new security challenges has culminated in the multifaceted "security renaissance" of the past decade. Despite openness to new approaches, however, three historical legacies—contested memories of the Pacific War and Imperial Japan, postwar anti-militarist convictions, and an unequal relationship with the United States—play an outsized role. In Japan's Security Renaissance Oros argues that Japan's future security policies will continue to be shaped by these legacies, which Japanese leaders have struggled to address. He argues that claims of rising nationalism in Japan are overstated, but there has been a discernable shift favoring the conservative Abe and his Liberal Democratic Party. Bringing together Japanese domestic politics with the broader geopolitical landscape of East Asia and the world, Japan's Security Renaissance provides guidance on this century's emerging international dynamics.

Finally, alternatives to Japan’s security policy are considered and this paper concludes that no single alternative could replace the U.S.-Japan alliance as an effective security policy in the foreseeable future. Rather, all the alternatives pursued together would potentially lead to an efficacious option, consequently providing Japan’s foreign policy with greater independence from the United States.

Yet many inside and outside Japan have asked whether the country should or will return to commanding armed forces amid an increasingly challenging regional and global context and as domestic politics have shifted in favor of demonstrations of national strength. Tom Phuong Le offers a novel explanation of Japan’s reluctance to remilitarize that foregrounds the relationship between demographics and security. Japan’s Aging Peace demonstrates how changing perceptions of security across generations have culminated in a culture of antimilitarism that constrains the government’s efforts to pursue a more martial foreign policy. Le challenges a simple opposition between militarism and pacifism, arguing that Japanese security discourse should be understood in terms of “multiple militarisms,” which can legitimate choices such as the mobilization of the Japan Self-Defense Forces for peacekeeping operations and humanitarian relief missions. Le highlights how factors that are not typically linked to security policy, such as aging and declining populations and gender inequality, have played crucial roles. He contends that the case of Japan challenges the presumption in international relations scholarship that states must pursue the use of force or be punished, showing how widespread normative beliefs have restrained Japanese policy makers. Drawing on interviews with policy makers, military personnel, atomic bomb survivors, museum coordinators, grassroots activists, and other stakeholders, as well as analysis of peace museums and social movements, Japan’s Aging Peace provides new insights for scholars of Asian politics, international relations, and Japanese foreign policy.

Although Japan has grown to economic great-power status, its political weight in international politics lags far behind. Why is that? During the Cold War, Japan linked itself closely to the United States as the dominant regional force in East Asia. By renouncing war and the possibility to become a major military power again, Japan laid its national security almost fully in the hands of the United States. Japan’s dependence on U.S. power marginalized its role in world affairs. On the other hand, however, the security guaranteed by the United States provided the basis for Japan’s economic rise. Since the end of the Cold War, the parameters of the U.S.-Japan alliance have been called into question. Japan’s post-war foreign policy – known as “Yoshida Consensus” – which rejected the use of military might to achieve political ends and contained several self-imposed restrictions on the use of military has been softened more and more. A development that has been documented best in the deployment of Japan Self Defense Forces (JSDF) in Iraq by the Koizumi administration. Although the U.S.-Japan alliance is arguably stronger than ever before, the role of Japan within it is probably less secure than ever before. To understand this, it is necessary to analyze the circumstances which motivated Japan to change its long-time security approach. Indeed, the Asian region has changed dramatically since the end of the Cold War. Japan is now facing several new challenges, mostly important the rise of China, that haven’t played a role during the era of the iron curtain. Do those challenges require new policies? Is there a “new” Consensus about Japan’s foreign policy? What will be Japan’s strategy for the twenty-first century? Those are the questions this paper is about. The paper is separated into three parts. First, I will analyze the factors by which Japan’s foreign policy is determined. A step that is crucial to understand possible future security options. In the second section I will present different security options, Japan has in the future. Finally, I will sum up some of the results and will present a few of my own thoughts about Japan’s future.

So argues Liselotte Odgaard in this timely analysis of China's national security strategy in the context of its foreign policy practice. China’s program of peaceful coexistence emphasizes absolute sovereignty and non-interference in the internal affairs of other states. Odgaard suggests that China’s policy of working within the international community and with non-state actors such as the UN aims to win for China greater power and influence without requiring widespread exercise of military or economic pressure. Odgaard examines the origins of peaceful coexistence in early Soviet doctrine, its midcentury development by China and India, and its ongoing appeal to developing countries. Book excerpt: Xi Jinping has made his ambitions for the People's Liberation Army (PLA) perfectly clear, there is no mystery what he wants, first, that China should become a "great maritime power" and secondly, that the PLA "become a world-class armed force by 2050." He wants this latter objective to be largely completed by 2035. China as a Twenty-First-Century Naval Power focuses on China's navy and how it is being transformed to satisfy the "world class" goal. Beginning with an exploration of why China is seeking to become such a major maritime power, author Michael McDevitt first explores the strategic rationale behind Xi's two objectives. China's reliance on foreign trade and overseas interests such as China's Belt and Road strategy. In turn this has created concerns within the senior levels of China's military about the vulnerability of its overseas interests and maritime life-lines. is a major theme. McDevitt dubs this China's "sea lane anxiety" and traces how this has required the PLA Navy to evolve from a "near seas"-focused navy to one that has global reach; a "blue water navy." He details how quickly this transformation has taken place, thanks to a patient step-by-step approach and abundant funding. The more than 10 years of anti-piracy patrols in the far reaches of the Indian Ocean has acted as a learning curve accelerator to "blue water" status. McDevitt then explores the PLA Navy's role in the South China Sea and the Indian Ocean. He provides a detailed assessment of what the PLAN will be expected to do if Beijing chooses to attack Taiwan potentially triggering combat with America's "first responders" in East Asia, especially the U.S. Seventh Fleet and U.S. Fifth Air Force. He conducts a close exploration of how the PLA Navy fits into China's campaign plan aimed at keeping reinforcing U.S. forces at arm's length (what the Pentagon calls anti-access and area denial [A2/AD]) if war has broken out over Taiwan, or because of attacks on U.S. allies and friends that live in the shadow of China. McDevitt does not know how Xi defines "world class" but the evidence from the past 15 years of building a blue water force has already made the PLA Navy the second largest globally capable navy in the world. This book concludes with a forecast of what Xi's vision of a "world-class navy" might look like in the next fifteen years when the 2035 deadline is reached.
