The national development of the nations of Southeast Asia, the implications of the rapid economic growth of China, and the military buildup in the region since the end of the Cold War are examined. Similarly, the rising transnational problems of Southeast Asia including piracy, drug abuse, a burgeoning population and environmental issues are addressed. The basic changes in American policies toward the region, including the implications of the withdrawal from the military facilities in the Philippines, and the impact of the reductions in the military budget are examined. Likewise, basic Japanese policies toward Southeast Asia, particularly in light of recent dramatic changes in Japanese internal politics, the effects of the Persian Gulf War, and the Cambodian experience, are discussed.

Book excerpt: The central puzzle in the study of Japanese foreign policy has been why Japan has continued to play a passive role in international affairs, despite its impressive economic and political power. Challenging this central puzzle, the core argument of this study is to present an alternative path for the study of Japanese foreign policy. In fact, in recent years Japanese foreign policy has become less dependent on the United States, more strategic towards Asia, and more energetic towards international and regional institutions. One of the main features is multilateralism in Japanese foreign policy, as shown by Japan’s active participation in the regional institutions. In pursuing multilateralism, Japan cooperated closely with the only durable regional body in Southeast Asia, to wit, the Association of Southeast Asian Nations (ASEAN). Given the fact that East Asian regionalism has been driven by ASEAN, it is of utmost urgency to investigate the emerging partnership between Japan and ASEAN. The central thesis of this study is thus to put Japan’s ASEAN policy into a proper perspective by asserting that Japan’s new policy initiatives towards ASEAN are not reactive, nor are they exceptions in a broader framework of merely reactive foreign policy.

This book draws on the huge body of available narrative—military documents, bureaucratic records and personal accounts of combatants and civilians, including diaries, memoirs and collected correspondence—most of which have previously been either unknown or unavailable to non-Japanese readers. It examines how the Japanese imperial adventure in Southeast Asia sped up the collapse of the Japanese Empire as a whole, not only through its ultimate military defeat in the region, but also due to its failure as an occupier from the very beginning. Nakano explains the significance of the Japanese Occupation of Southeast Asia as a learning experience for the occupiers, whether soldiers on the frontlines or civilians on the home front. He uses a synthesis, overlay and juxtaposition of a selection of these narratives, to reassemble the narrative as a whole. This brings into focus the outlook of those Japanese who set out for Southeast Asia with the purpose to urge the region’s occupied people to collaborate with Japan to transform the region into an integral part of the Greater East Asia Co-Prosperity Sphere.
