Book excerpt: To understand how change occurs in politics, we should turn from concentrating on intentional political actions to exploring everyday life, especially marginal frames of mind in which people are open to questioning existing ideas and institutions. In so contending, Takako Kishima offers fresh understandings of contemporary Japanese politicians and the Japanese political process, while she also proposes an innovative method of looking at politics in general. Kishima points out that taken-for-granted values and beliefs are revealed as arbitrary when people experience intrusions of the marginal, or "liminal." Social marginals, such as outcastes or so-called misfits, are the most likely people to invoke these intrusions, but more ordinary folk are also subjected to them under special conditions ranging from the seemingly trivial--daydreaming, dancing, or getting drunk--to the more profound--war, natural disaster, or ecstatic ritual. During an intrusion the flow of ordinary time seems to stop, and the utilitarian principles of commonplace existence are invalidated--as described by the chapter on Nakasone, "Shedding Tears: Suspension of Politics." Drawing on insights from phenomenology, symbolic anthropology, and post-structuralism, as well as from political science, Kishima shows that the prevalence of liminal experiences in society prevents the reification of authority, allows the transcendence of formal political differences, and permits political change over time. This book intends to answer the questions of why Japan has started emphasizing democracy assistance and why it has relegated itself to a minor role in democracy assistance nevertheless. It argues that Japan’s emphasis on democracy assistance reveals its intention to increase its political influence with regards to China based on democratic values, and its usage of the term "democracy assistance" is a performative speech act to orchestrate a comprehensive approach for international democracy support. Shedding light on the novel aspect of Japanese policy, this book contributes to the understanding of Japanese foreign policy and democracy promotion. Providing the analysis that state’s speech act could cause to create foreign policies that counter what is predicted by structural realism, this analysis makes contributions to neoclassical realism which explains states’ foreign policy choices within the constraints of international structure.

Book excerpt: From its founding in 1955 and for the next thirty-eight years, Japan's conservative Liberal Democratic Party (LDP) won all but one national election and selected every prime minister and nearly every cabinet member. Other democracies have had similarly dominant parties, but none approaches the LDP for longevity in power and complete dominance of the political scene. Then, in 1993 a political earthquake transformed Japan from a country of unchanging one-party rule into a nation of ever-changing and free-flowing political coalitions. For the rest of the decade the LDP struggled to regain its position of dominance and for the most part succeeded. At the end of the millennium the LDP lacked a majority in the House of Councillors, the upper house of the Japanese Diet, but it was nevertheless strong and confident once again while the opposition was in disarray. The LDP's loss of control in 1993, however brief, made obsolete much of what had been written on Japanese politics. Ending the LDP Hegemony answers the need for an up-to-date analysis of the political scene, providing both the information and framework needed to unravel the tangle of coalition politics in the 1990s and anticipate the composition and policies of future Japanese governments. It is the first study in English to focus on and put into historical context interparty relations in Japan. Western scholars and media heretofore have focused either on the LDP's successes or the peculiarities of the individual opposition parties, ignoring interparty relations that are well known to the Japanese. Ray Christensen offers here a new perspective on the interaction among members of the Democratic, New Frontier, Japan Socialist, Japan Communist, Democratic Socialist, and Clean Government parties, as well as on their general political orientation and tactics. He challenges the assumption that the LDP's accomplishments can be attributed to its being the most efficient, capable, and intelligent party, and describes in detail the strategies of the opponents, demonstrating the political savvy of their leaders. His analysis of key data on cooperation and elections reveals that opposition parties actually outperformed the LDP. This study not only fills a gap in our understanding of modern Japanese politics, it is also adds a critical non-European perspective to analyses of opposition politics and social democracy. It argues that the Japanese experience requires a modification of analytical frameworks, which are based almost exclusively on Western European examples, and questions those who support a more authoritarian, "Asian" model of democracy by revealing the vibrancy of the opposition in Japan and the technical reasons for the LDP's success. Ending the LDP Hegemony amply demonstrates that democracy, indeed Western-style democracy, can take root and flourish in the fertile soil of East Asia and offers the experience of Japan's opposition parties as crucial evidence of Japanese democracy. It will be essential reading for all those interested in the functioning of democracy in Asia and other non-Western settings.

Book excerpt: After holding power continuously from its inception in 1955 (with the exception of a ten-month hiatus in 1993–1994), Japan's Liberal Democratic Party (LDP) lost control of the national government decisively in September 2009. Despite its defeat, the LDP remains the most successful political party in a democracy in the post–World War II period. In The Rise and Fall of Japan's LDP, Ellis S. Krauss and Robert J. Pekkanen shed light on the puzzle of the LDP's long dominance and abrupt defeat. Several questions about institutional change in party politics are at the core of their investigation: What incentives do different electoral systems provide? How do politicians adapt to new incentives? How much does structure determine behavior, and how much opportunity does structure give politicians to influence outcomes? How adaptable are established political organizations? The electoral system Japan established in 1955 resulted in a half-century of "one-party democracy." But as Krauss and Pekkanen detail, sweeping political reforms in 1994 changed voting rules and other key elements of the electoral system. Both the LDP and its adversaries had to adapt to a new system that gave citizens two votes: one for a party and one for a candidate. Under the leadership of the charismatic Koizumi Junichiro, the LDP managed to maintain its majority in the Japanese Diet, but his successors lost popular support as opposing parties learned how to operate in the new electoral environment. Drawing on the insights of historical institutionalism, Krauss and Pekkanen explain how Japanese politics functioned before and after the 1994 reform and why the persistence of party institutions (factions, PARC, koenkai) and the transformed role of party leadership contributed both to the LDP's success at remaining in power for fifteen years after the reforms and to its eventual downfall. In an epilogue, the authors assess the LDP's prospects in the near and medium term.
