Governments in virtually all advanced industrial countries have extended the visible hand of the state in assisting specific industries or individual companies. Although greater government involvement in some countries has lessened the dislocations brought about by slower growth rates, industrial policy has also caused or exacerbated a number of other problems, including distortions in the allocation of capital and labor and trade conflicts that undermine the postwar system of free trade. Only Japan is widely cited as an unambiguous success story. The effectiveness of its industrial policy is revealed in the successful emergence of one government-targeted industry after another as world-class competitors: for example, steel, automobiles, and semiconductors. Foreign countries fear that a number of still-developing industrieslike biotechnology, telecommunications, and information processingwill follow the same pattern. But is industrial policy the main reason for Japan's economic achievements? The author asserts that the reasons for Japan's spectacular track record go well beyond the realm of industrial policy into broad areas of the political economy as a whole. In this book, the author attempts to identify the reasons for the comparative effectiveness of Japanese industrial policy for high technology by answering the following questions: What is the attitude of Japanese leaders toward state intervention in the marketplace? What is the Ministry of International Trade and Industry (MITI) doing to promote the development of high technology? How has the organization of the private sector contributed to MITI's capacity to intervene effectively? What elements in Japan's political system help insulate industrial policymaking from the demands of interest-group politics?

Peter Evans questions such simplistic views, offering a new vision of why state involvement works in some cases and produces disasters in others. To illustrate, he looks at how state agencies, local entrepreneurs, and transnational corporations shaped the emergence of computer industries in Brazil, India, and Korea during the seventies and eighties. Evans starts with the idea that states vary in the way they are organized and tied to society. In some nations, like Zaire, the state is predatory, ruthlessly extracting and providing nothing of value in return. In others, like Korea, it is developmental, promoting industrial transformation. In still others, like Brazil and India, it is in between, sometimes helping, sometimes hindering. Evans's years of comparative research on the successes and failures of state involvement in the process of industrialization have here been crafted into a persuasive and entertaining work, which demonstrates that successful state action requires an understanding of its own limits, a realistic relationship to the global economy, and the combination of coherent internal organization and close links to society that Evans called "embedded autonomy."

Book excerpt: The focus of this book is on the Japanese economic bureaucracy, particularly on the famous Ministry of International Trade and Industry (MITI), as the leading state actor in the economy. Although MITI was not the only important agent affecting the economy, nor was the state as a whole always predominant, I do not want to be overly modest about the importance of this subject. The particular speed, form, and consequences of Japanese economic growth are not intelligible without reference to the contributions of MITI. Collaboration between the state and big business has long been acknowledged as the defining characteristic of the Japanese economic system, but for too long the state's role in this collaboration has been either condemned as overweening or dismissed as merely supportive, without anyone's ever analyzing the matter. The history of MITI is central to the economic and political history of modern Japan. Equally important, however, the methods and achievements of the Japanese economic bureaucracy are central to the continuing debate between advocates of the communist-type command economies and advocates of the Western-type mixed market economies. The fully bureaucratized command economies misallocate resources and stifle initiative; in order to function at all, they must lock up their populations behind iron curtains or other more or less impermeable barriers. The mixed market economies struggle to find ways to intrude politically determined priorities into their market systems without catching a bad case of the "English disease" or being frustrated by the American-type legal sprawl. The Japanese, of course, do not have all the answers. But given the fact that virtually all solutions to any of the critical problems of the late twentieth century--energy supply, environmental protection, technological innovation, and so forth--involve an expansion of official bureaucracy, the particular Japanese priorities and procedures are instructive. At the very least they should forewarn a foreign observer that the Japanese achievements were not won without a price being paid.

Book excerpt: The remolding of the state from an autocratic to a democratic one in postwar Japan is sometimes regarded as a successful case of external intervention for state-building. When Americans landed in Japan two weeks after Japan's acceptance of unconditional surrender, they expected to meet a fanatic and intransigent people. Instead they were surprised by the orderly and peaceful behavior of Japanese soldiers and citizens (Tamaki 2005, 13-20). Disarmament, demobilization, repatriation, and reintegration (into their home towns/villages) of millions of soldiers proceeded surprisingly smooth between 1945 and 1948. The authoritarian state gave way to a democratic one within two years of the beginning of the American occupation and democracy has persisted since1. And finally, the Japanese economy had already begun to experience high growth when the occupation ended in April 1952. In every respect, American occupation policies seem to have been successful. Against this image of the American occupation in Japan, this paper will argue that American policies were only partially helpful in the democratic remolding and economic development of postwar Japan. The prewar political and economic experiences of the Japanese themselves, and the psychological impact of the defeat, played equally important roles in the democratic rebirth of the Japanese state. Those in search of solutions to the development challenges facing fragile countries today should understand that Japan's 'success' did not begin in 1945 and was not the result of a peace settlement quickly followed by new institutions. The ground work for Japanese success was 80-90 years in the making. Analysis of state-building, economic development and democracy in Japan must start from the Meiji restoration of 1868.

China was involved in the war preparations much earlier and deeper than was previously known. Beijings preconditions to enter the war boiled down to three: (1) its full control of China; (2) foreign enemy forces invasion of North Korea; and (3) Moscows logistic and air support. Beijing had incorrectly calculated that Washington would dispatch only Japanese field forces to Korea, which is the very reason underlying its inadequate though early preparations for the war, while it had correctly calculated that Washington would not invade China proper via Korea before it entered the war. Expecting an enemy troops landing at Inchon followed by their invasion of North Korea, Beijing planned to ambush them in northern North Korea. It therefore failed to dispatch a symbolic force into Korea to give credibility to diplomatic deterrence against Washingtons possible invasion of North Korea. China developed ten prime interventionist goals as follows: (1) to save North Korea; (2) to dispel Stalins suspicions and to pay Maos political debt owed to Stalin in 1941 and 1942; (3) to have the PLA experienced in modern warfare; (4) to have the PLA modernized with Soviet weaponry; (5) to have its economy revitalized with overall Soviet assistance; (6) to enter the United Nations; (7) to exchange South Korean territories for an American withdrawal from Taiwan; (8) to have Nationalist forces in Taiwan; (9) to defuse an American retaliatory or nuclear attach upon China proper; and (10) to have North Korea and South Korea almost return to the status quo ante bellum. It was Maos de facto dependence upon rather than his alleged independence from Stalin that had made him rise to power in 1949. This Soviet reign turned out to be considerably more decisive than the American threat in driving China into the war in 1950.
