Today, however, the dominant view is that Japan is inescapably on a downward slope. Rather than focusing on the evolution of the performance of Japanese capitalism, this book reflects on the changes that it has experienced over the past 30 years, and presents a comprehensive analysis of the great transformation of Japanese capitalism from the heights of the 1980s, through the lost decades of the 1990s, and well into the 21st century. This book posits an alternative analysis of the Japanese economic trajectory since the early 1980s, and argues that whereas policies inspired by neo-liberalism have been presented as a solution to the Japanese crisis, these policies have in fact been one of the causes of the problems that Japan has faced over the past 30 years. Crucially, this book seeks to understand the institutional and organisational changes that have characterised Japanese capitalism since the 1980s, and to highlight in comparative perspective, with reference to the ‘neo-liberal moment’, the nature of the transformation of Japanese capitalism. Indeed, the arguments presented in this book go well beyond Japan itself, and examine the diversity of capitalism, notably in continental Europe, which has experienced problems that in many ways are also comparable to those of Japan. This book attempts to explain the remarkable economic success of Japan in the postwar period—a success it is crucial for us to understand in a time marked by controversial trade imbalances and concerns over competitive industrial performance. Gerlach focuses on what he calls the intercorporate alliance, the innovative and increasingly pervasive practice of bringing together a cluster of affiliated companies that extends across a broad range of markets. The best known of these alliances are the keiretsu, or enterprise groups, which include both diversified families of firms located around major banks and trading companies and vertical families of suppliers and distributors linked to prominent manufacturers in the automobile, electronics, and other industries. In providing a key link between isolated local firms and extended international markets, the intercorporate alliance has had profound effects on the industrial and social organization of Japanese businesses. Gerlach casts his net widely. He not only provides a rigorous analysis of intercorporate capitalism in Japan, making useful distinctions between Japanese and American practices, but he also develops a broad theoretical context for understanding Japan's business networks. Addressing economists, sociologists, and other social scientists, he argues that the intercorporate alliance is as much a result of overlapping political, economic, and social forces as are such traditional Western economic institutions as the public corporation and the stock market. Most compellingly, Alliance Capitalism raises important questions about the best method of exchange in any economy. This new era, symbolized by the postmodern city of Tokyo, has ushered in not only technological innovation and economic prowess, but changing attitudes and values among Japanese young people. This transformation is not an uncommon or even new phenomenon, but simply the result of modern life. And one of the symptoms of modernity is the prevalence of an "ethics of materialism," the ever-increasing concern for the acquisition of wealth and commodity goods, sometimes at the expense of the concern for human life itself. Walter Benjamin (1892-1940) was a German-Jewish philosopher whose writings examined topics including, but not limited to, art, history, and politics. His life's work, published posthumously as The Arcades Project, is a "literary montage" combining excerpts from written works related to life in 19th-century Paris and Benjamin's own commentaries and reflections. Benjamin's project on Paris of the 19th century foreshadows what is now occurring in 21st-century Tokyo, and Japan in general. Like the Paris of yesteryear, life in modern Tokyo is essentially a "dream image" that warps people's perception of the world in which they live. The public thus finds itself trapped in what Benjamin refers to as the "phantasmagoria," an illusory reality of a relatively flawless society. But this phantasmagoria shrouds the "grotesqueness" of underlying truths such as the failure of advances in science and philosophy to eradicate poverty, discrimination and other social inequities. Drawing from a selection of Benjamin's writings including The Arcades Project, this thesis explores the social consequences as well as the political implications of the rise of commodity capitalism in modern Japan, concluding with a discussion on how political action can re-humanize a citizenry that has been "commodified" by their materialistic desires. Walter Benjamin wrote about a past generation while appealing to his own, and as this discourse on the Tokyo Phantasmagoria will reveal, Benjamin appeals to our generation as well.

They questioned the very institutions that had been credited with Japan's past success: a powerful bureaucracy guiding the economy, close government-industry ties, "lifetime" employment, the main bank system, and dense interfirm networks. Many of these leaders turned to the U.S. model for lessons, urging the government to liberate the economy and companies to sever long-term ties with workers, banks, suppliers, and other firms.Despite popular perceptions to the contrary, Japanese government and industry have in fact enacted substantial reforms. Yet Japan never emulated the American model. As government officials and industry leaders scrutinized their options, they selected reforms to modify or reinforce preexisting institutions rather than to abandon them. He insisted instead on the ‘unity of morality and economy’ following business ethics derived from the Confucian Analects. A top leader in Japan’s business community for decades, Shibusawa contributed to founding the Tokyo Stock Exchange, the Tokyo Chamber of Commerce, and numerous educational and philanthropic organizations to promote his vision of Confucian capitalism. This volume marks an important contribution to the international debate on the extent to which capitalist enterprises have a responsibility to serve and benefit the societies in which they do business. Shibusawa's story demonstrates that business, government, trade associations, and educational institutions all have valuable roles to play in establishing a political economy that is both productive and humane.

Marie Anchordoguy's book examines how the performance of these industries and the economy as a whole are affected by the socially embedded nature of Japan's capitalist system, which she calls "communitarian capitalism." Reprogramming Japan shows how the institutions and policies that emerged during and after World War II to maintain communitarian norms, such as the lifetime employment system, seniority-based wages, enterprise unions, a centralized credit-based financial system, industrial groups, the main bank corporate governance system, and industrial policies, helped promote high tech industries. When conditions shifted in the 1980s and 1990s, these institutions and policies did not suit the new environment, in which technological change was rapid and unpredictable and foreign products could no longer be legally reverse-engineered. Despite economic stagnation, leaders were slow to change because of deep social commitments. Once the crisis became acute, the bureaucracy and corporate leaders started to contest and modify key institutions and practices. Rather than change at different times according to their specific economic interests, Japanese firms and the state have made similar slow, incremental changes.
