Neither Japan's phenomenal track record in the world marketplace nor its remarkable success in managing its domestic affairs can be understood without insight into how its government bureaucracy works—how its elite administrators are recruited, socialized, and promoted; how they interact among themselves and with other principal players in Japan, notably politicians; how they are rewarded; and what happens to them when they retire at a relatively young age. Yet, despite its pivotal importance, there is no comprehensive and up-to-date study of Japan's administrative elite in the English language. This book seeks to fill that gap. Koh examines patterns of continuity and change, identifies similarities and differences between Japan and four other industrialized democracies (the United States, Britain, France, and Germany), and assesses the implications of the Japanese model of public management. Though many features of Japanese bureaucracy are found in the Western democracies, the degree to which they manifest themselves in Japan appears to be unsurpassed. Koh shows that the Japanese model of public management contains both strengths and weaknesses. For example, the price Japan pays for the high caliber of its administrative elite is the stifling rigidity of a multiple track system, a system with second-class citizens and demoralized "non-career" civil servants who actually bear a lion's share of administrative burden. The Japanese experience demonstrates not only how steep the price of success can be but also the enduring effects of culture over structure. Book excerpt: Classically, studies of the Japanese government are both tantalizing and frustrating as scholars standing outside of the system draw conclusions from significant events like crises, disasters, and moments of reform. This has led to a sense of mystery as scholars have developed sophisticated competing theories about how the system actually operates often with resigned comments that there is a black curtain (kuromaku) drawn over the system. The primary challenge is gaining access to the actual process of policymaking on a daily basis given the seemingly impenetrable nature of the bureaucracy. This study is unusual as it cracks open the curtain to see the wheels and rotating gears along with those pulling the levers. Specifically, through the Maureen and Mike Mansfield Fellowship program, the only congressionally authorized opportunity allowing American officials to be placed directly inside a foreign government, the reader is given a firsthand account of these machinations. Through their eyes, readers will be introduced to Japan’s messy policymaking process in telecommunications regulation, pharmaceutical approvals, diplomatic relations, and much more. This approach also allows the author to refine existing theories of Japan’s bureaucratic elite and assess the weak system of control exercised over them by the National Personnel Authority (NPA). This understudied agency is the last vestige of MacArthur’s legacy as the Supreme Commander of the Allied Powers in Japan following World War II. Thus, this study ambitiously hopes to lend a realistic glimpse into the only developed, non-western, industrialized democratic state in the world. More boldly, this study intends to lend a greater appreciation of the complex tug-of-war between democracy and technocracy in other national contexts.

Never before has the opposition party in Japan reached such a clear success in becoming the new ruling party of Japan and making the thus far dominant Liberal Democratic Party, abbreviated as LDP, the new opposition. As the newly elected government argues that the Iron Triangle Model, which dominates Japanese policy making processes, is outdated and proposed plans on how to reform it, new discussions about this post-war concept arose. Thus, this paper will deal with the following questions. In how far has the Iron Triangle Model been reformed in the recent years? Is Japan shifting away from this post-war model and, what, if anything, has been achieved by contemporary reforms? In how far are the reform attempts of former Prime Minister Koizumi and Prime Minister Hatoyama similar to each other? The goal of the paper is to answer these questions while also giving a diligent insight and thorough understanding of the Iron Triangle Model. Moreover, this model for Japanese policy making and its up-to-dateness will be rated. For answering these research questions, not only the newly proposed plans of the Democratic Party of Japan are to be elaborated and evaluated, but also the contemporary reform attempt of Koizumi Jun’ichirō, which started in 2001, is to be explained. While most scientific analyses and traditional studies tended to focus almost exclusively on either Prime Minister Koizumi’s or Prime Minister Hatoyama’s reform attempts in economic as well as institutional terms, this paper spotlights on a juxtaposition of Koizumi Jun'ichirō and Hatoyama Yukio’s institutional reforms. The reform attempts will be compared and evaluated based on scientific journals and research papers that solely focus on one of the actors or specific topics discussed in this analysis combining their findings. Also, official government information, publications by political parties and data from textbooks will deliver theoretical background and additional insight. The theory applied to solve the research question is the Iron Triangle Model, which characterizes Japanese policy making throughout the post-war era. An in-depth evaluation of the model, the actor’s roles as well as the reform attempts themselves will be executed to present a sound juxtaposition.

Book excerpt: The focus of this book is on the Japanese economic bureaucracy, particularly on the famous Ministry of International Trade and Industry (MITI), as the leading state actor in the economy. Although MITI was not the only important agent affecting the economy, nor was the state as a whole always predominant, I do not want to be overly modest about the importance of this subject. The particular speed, form, and consequences of Japanese economic growth are not intelligible without reference to the contributions of MITI. Collaboration between the state and big business has long been acknowledged as the defining characteristic of the Japanese economic system, but for too long the state's role in this collaboration has been either condemned as overweening or dismissed as merely supportive, without anyone's ever analyzing the matter. The history of MITI is central to the economic and political history of modern Japan. Equally important, however, the methods and achievements of the Japanese economic bureaucracy are central to the continuing debate between advocates of the communist-type command economies and advocates of the Western-type mixed market economies. The fully bureaucratized command economies misallocate resources and stifle initiative; in order to function at all, they must lock up their populations behind iron curtains or other more or less impermeable barriers. The mixed market economies struggle to find ways to intrude politically determined priorities into their market systems without catching a bad case of the "English disease" or being frustrated by the American-type legal sprawl. The Japanese, of course, do not have all the answers. But given the fact that virtually all solutions to any of the critical problems of the late twentieth century--energy supply, environmental protection, technological innovation, and so forth--involve an expansion of official bureaucracy, the particular Japanese priorities and procedures are instructive. At the very least they should forewarn a foreign observer that the Japanese achievements were not won without a price being paid.

Book excerpt: First published in 1998, this study of Japan-U.S. trade friction and the role perceptual differences have played in its evolution differs from its predecessors in key ways. First, it is interdisciplinary, drawing on the research of anthropologists, area specialists, intercultural communication specialists, linguists, sociologists, and social psychologists as well as that of political scientists and economists. Second, it both identifies and quantifies perceptual differences between Japanese and American opinion leaders regarding the large bilateral trade imbalances, the bilateral relationship, and national negotiating styles. Third, original data were collected from completed questionnaires sent to 230 American and 230 Japanese opinion leaders from business, government, academia, and the media, who had been involved in some way with the rice, automotive, or semiconductor sectors. Fourth, the three case studies of trade friction are representative of three differing mixes of trade friction are representative of three differing mixes of trade friction causal factors and perceptual dynamics. Finally, based on the findings of this study, modest suggestions are offered on how the bilateral perceptual gap might be narrowed and trade friction diminished so that the structural and sectoral problems might more effectively be addressed. This book should be of interest to scholars, government officials, and business leaders in Japan, the United States, and other countries in the global community who are interested in bilateral relations, international economic and political affairs, and trade friction.
