Japan's peacekeepers began to focus on engineering work as its strength, while also trying to relax the constraints on weapons use, although to a minimal extent. In 2017, however, Japan suddenly withdrew its engineering corps from South Sudan, and has contributed no troops since then. Why? The book argues that Japan could not match the increasing "robustness" of recent peacekeeping operations and has begun to seek a new direction, such as capacity-building support. The United Nations as presently constituted, however, is incapable of addressing many global problems effectively. One nation– one vote decisionmaking in most UN agencies fails to reflect the distribution of power in the world at large, while the allocation of power in the Security Council is both unfair and anachronistic. Hence, nations are reluctant to endow the United Nations with the authority and the resources it needs. Extensive reform is essential. This analysis is rooted in the proposition that the design of decisionmaking systems greatly affects their legitimacy and effectiveness. Joseph Schwartzberg proposes numerous systemic improvements to the UN system, largely through weighted voting formulas that balance the needs of shareholders and stakeholders in diverse agencies. It indicates ways in which the interests of regions can supplement those of nations while voices of nongovernmental organizations and ordinary citizens can also be heard. In numerous contexts, it promotes meritocracy and gender equity. The book's aim is not to create an unrealistic utopia, but rather to establish a workable world in which the force of law supplants the law of force; a world committed to justice and continuous yet sustainable development. The author argues that, given the many existential threats now confronting our planet, the time frame for decisive action is short. The task is daunting and success is not guaranteed, but in view of the urgency of our situation, we can find ways of mustering the will, imagination, and resources to do the job.

The Meiji Restoration was part of the global "long nineteenth century" during which ambitious nation states like Japan, Britain, Germany, and the United States challenged the world's great multi-ethnic empires--Ottoman, Qing, Romanov, and Hapsburg. Japan's leaders wanted to celebrate Japanese uniqueness, but they also sought international recognition. Rather than simply mimic world powers like Britain, they sought to make Japan distinctly Japanese in the same way that Britain was distinctly British. Rather than sing "God Save the King," they created a Japanese national anthem with lyrics from ancient poetry, but Western-style music. The Restoration also resonated with Japan's ancient past. In the 600s and 700s, Japan was threatened by the Tang dynasty, a dynasty as powerful as the Roman empire. In order to resist the Tang, Japanese leaders borrowed Tang methods, building a centralized Japanese state on Tang models, and learning continental science and technology. As in the 1800s, Japan co-opted international norms while insisting on Japanese distinctiveness. When confronting globalization in 1800s, Japan looked back to that "ancient globalization" of the 600s and 700s. The ancient past was therefore not remote or distant, but immediate and vital.
