Book excerpt: Japan and the European Union are two «civilian powers» that have dramatically extended and diversified their role on the world stage and that have launched together an Action Plan dealing with peace and stability, economic, environmental, commercial and financial governance, and cultural exchanges and cooperation. Their bilateral cooperation has been intensified as well as their cross contribution to the G8 and multilateral organisations like the United Nations and the World Trade Organisation. In parallel, their respective domestic and international positions have changed. The EU has integrated ten new members, adopted a Constitution and developed a security and defence policy. Japan has widened its international and security role and reorganised most of its economic policies. Therefore, Japan and the enlarged European Union are actors and partners in the process of global governance. This book addresses the cooperation between Japan and the enlarged European Union for a more secure world, sustainable development and global governance. It gathers contributions from European and Japanese experts who have established a permanent network on this topic and meet every year for seminars in Brussels under the aegis of the Trans European Policy Studies Association (TEPSA) and its Belgian member organisation Study Group on European Policies (SEP-GEPE), with the support of the Japan Foundation. The book is a joint Japanese-European contribution to the Year of Japan-European Union People-to-People Exchanges declared in 2005.

These are the dates of the beginning of official interest in Western learning and of the expulsion of Siebold from the country, the first stage of a crisis that could be resolved only by the opening of the country of the West. The century and more included by the two dates was a most important period in Japanese history, when intellectuals, rebelling at the isolation of their country, desperately sought knowledge from abroad. The amazing energy and enthusiasm of men like Honda Toshiaki made possible the spectacular changes in Japan, which are all too often credited to the arrival of Commodore Perry. The author chose Honda Toshiaki (1744-1821) as his central figure. A page from any one of Honda's writings suffices to show that with him one has entered a new age, that of modern Japan. One finds in his books a new spirit, restless, curious and receptive. There is in him the wonder at new discoveries, the delight in widening horizons. Honda took a kind of pleasure even in revealing that Japan, after all, was only a small island in a large world. To the Japanese who had thought of Chinese civilization as being immemorial antiquity, he declared that Egypt's was thousands of years older and far superior. The world, he discovered, was full of wonderful things, and he insisted that Japan take advantage of them. Honda looked at Japan as he thought a Westerner might, and saw things that had to be changed, terrible drains on the country's moral and physical strength. Within him sprang the conviction that Japan must become one of the great nations of the world.

Led by the Foreign Minister Prince Tomomi Iwakura, the 'embassy' of politicians, courtiers and officials travelled extensively around the USA for eight months, before spending a further year examining the British manufacturing industry, German armaments and French culture. The Iwakura Embassy helped change the course of Japanese history, for the official report of this journey, compiled by Prince Iwakura's personal secretary, the Confucian scholar Kunitake Kume, was to play a key role in Japan's transformation into a modern industrial nation. The report was translated into English in five large volumes in 2002. This carefully prepared abridgement makes it accessible to a wider range of scholars and students, and to all who are interested in the remarkable rise of modern Japan.

Book excerpt: In this paper we argue that strong political economy forces explain the rush of the EU to expand eastwards. We use a model of vertical product differentiation in order to claim that technologically- advanced EU firms (residing in high-income member countries) prefer a mutual market-opening with less technologically sophisticated countries than multilateral liberalization, which would necessarily involve the reciprocal opening of markets with other technologically-advanced countries. By the same token, less technologically sophisticated firms residing in low-income member countries would prefer an enlargement that is directed towards high-income countries. The evidence presented in the paper supports our hypothesis.

This book analyses the development of the political and diplomatic relationship between Japan and Europe, and shows that – especially during the Cold War years – whilst they share a wide range of political values and goals, the quality of diplomatic relations has often been sacrificed to both overcome trade issues and as a result of systemic factors. Focusing on the institutionalization of relations between Japan and the EU, this book examines both the historical-diplomatic dimension and political-strategic discourse. It traces the historical development of the relationship from the post-war years, to the signing of the Japan-EU action plan in 2001, which marked a key turning point in the relationship. It goes on to examine the achievements and criticisms of ASEM, the Asia-Europe Meeting, which whilst meeting successfully for the past sixteen years, has also been condemned as little more than a talking shop. Crucially, Oliviero Frattolillo’s analysis clearly demonstrates how the interaction between Japan and the EU has been constructed on the basis of their perceptions of each other, thus underlining the inherent impact of different political identities, cultures and values on international relations.
