The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. This book sheds new light on this central democratic concern based on an ambitious study of democratic mandates through the lens of agenda-setting in five West European countries since the 1980s. The authors develop and test a new model bridging studies of party competition, pledge fulfillment, and policymaking. The core argument is that electoral priorities are a major factor shaping policy agendas, but mandates should not be mistaken as partisan. Parties are like 'snakes in tunnels': they have distinctive priorities, but they need to respond to emerging problems and their competitors' priorities, resulting in considerable cross-partisan overlap. The 'tunnel of attention' remains constraining in the policymaking arena, especially when opposition parties have resources to press governing parties to act on the campaign priorities. This key aspect of mandate responsiveness has been neglected so far, because in traditional models of mandate representation, party platforms are conceived as a set of distinctive priorities, whose agenda-setting impact ultimately depends on the institutional capacity of the parties in office. Rather differently, this book suggests that counter-majoritarian institutions and windows for opposition parties generate key incentives to stick to the mandate. It shows that these findings hold across five very different democracies: Denmark, France, Germany, Italy, and the UK. The results contribute to a renewal of mandate theories of representation and lead to question the idea underlying much of the comparative politics literature that majoritarian systems are more responsive than consensual ones.

Papal elections, with their ceremonial pomp and high drama, are compelling theater, but, until now, no one has analyzed them on the basis of the problems they created for cardinals: how were they to agree rules and enforce them? How should they manage the interregnum? How did they decide for whom to vote? How was the new pope to assert himself over a group of men who, until just moments before, had been his equals and peers? This study traces how the cardinals' responses to these problems evolved over the period from Martin V's return to Rome in 1420 to Pius VI's departure from it in 1798, placing them in the context of the papacy's wider institutional developments. Miles Pattenden argues not only that the elective nature of the papal office was crucial to how papal history unfolded but also that the cardinals of the fifteenth to eighteenth centuries present us with a unique case study for observing the approaches to decision-making and problem-solving within an elite political group.

Under the hegemonic influence of Christian Democracy in the early post-World War II decades, Italy went through a period of rapid growth and political transformation. In part this resulted in tumult and a crisis of governability; however, it also gave rise to innovation in the form of Eurocommunism and new forms of political accommodation. The great strength of Italy lay in its constitution; its great weakness lay in certain legacies of the past. Organized crime--popularly but not exclusively associated with the mafia--is one example. A self-contained and well entrenched 'caste' of political and economic elites is another. These weaknesses became apparent in the breakdown of political order in the late 1980s and early 1990s. This ushered in a combination of populist political mobilization and experimentation with electoral systems design, and the result has been more evolutionary than transformative. Italian politics today is different from what it was during the immediate post-World War II period, but it still shows many of the influences of the past.

Properly implemented, e-voting solutions can increase the security of the ballot, speed up the processing of results and make voting easier. However, the challenges are considerable. If not carefully planned and designed, e-voting can undermine the confidence in the whole electoral process. Technology upgrades in elections are always challenging projects that require careful deliberation and planning. Introducing e-voting is probably the most difficult upgrade as this technology touches the core of the entire electoral process—the casting and counting of the votes. E-voting greatly reduces direct human control and influence in this process. This provides an opportunity for solving some old electoral problems, but also introduces a whole range of new concerns. Consequently, e-voting usually triggers more criticism and opposition and is more disputed than any other information technology application in elections. This Policy Paper outlines contextual factors that can influence the success of e-voting solutions and highlights the importance of considering these factors before choosing to introduce new voting technologies.

We have forgotten what it means to be excited because our only excitement has become drug-induced. We have to abandon the narcotic stimulation that we’ve come to rely on and find a way back to the collective excitement that is narcocapitalism’s greatest fear.
