Book excerpt: The Mediterranean is a highly interconnected geopolitical space in which instability, conflict and insecurity have increased dramatically in the last few years. Today, Mediterranean security is even more central to the national interests of Italy, and therefore requires a continuous, systematic and in-depth reflection by the country’s elites and public opinion. The book aims to contribute to this reflection by addressing the issue with a comprehensive and pragmatic approach. The first chapter analyses the “arc of crisis” in the Arab world, linking current instability and conflicts to the socio-economic, religious, political and geopolitical dynamics. The second chapter focuses on the Mediterranean Sea – from the Italian perspective – in terms of trade between littoral states, maritime traffic, and the “blue economy.” The third chapter focuses on the energy-producing North African countries, the Mediterranean offshore fields and European energy policies in this region (with a view not only to energy security). The fourth chapter analyses the positions of NATO and its major member states with respect to Mediterranean security, with a specific focus on the Alliance’s maritime strategy. The fifth chapter discusses the recent EU Maritime Security Strategy relation with the Mediterranean. Finally, the sixth chapter looks at the “Euro-Mediterranean region” from the Italian perspective, a region that is the priority area for use of the military, including its naval component, as evidenced by the series of naval operations conducted in recent years to respond to the migration crisis.

These papers cover the many areas discussed at the conference and should advance the debate on Mediterranean security both in the United States and abroad. The Strategic Studies Institute is pleased to publish this compendium as a contribution to the international dialogue on these issues.

New regional arrangements reflect a pattern of activism across the Southern Region relevant to U.S. interests and policy. NATO's southern allies are increasingly willing to contribute to NATO and European rapid response initiatives for contingencies on the European periphery. Foreign and security policies across the region--except for Turkey--are increasingly framed in European terms. Moreover, these flows of varying intensities and geographies represent a threat to the internal security of the EU and its member states. By using Spain and Italy as case studies, the author theorizes that the EU, given its inability to adopt and implement a common policy to effectively manage migratory flows on its Southern border, uses a deterrence strategy based on minimum common denominators.

Italy's Sea: Empire and Nation in the Mediterranean (1895-1945) reintegrates Italy, one of the least studied imperial states, into the history of European colonialism. It takes a critical approach to the concept of the Mediterranean in the period of Italian expansion and examines how within and through the Mediterranean Italians navigated issues of race, nation and migration troubling them at home as well as transnational questions about sovereignty, identity, and national belonging created by the decline and collapse of the Ottoman empire in North Africa, the Balkans, and the eastern Mediterranean, or Levant. While most studies of Italian colonialism center on the encounter in Africa, Italy's Sea describes another set of colonial identities that accrued in and around the Aegean region of the Mediterranean, ones linked not to resettlement projects or to the rhetoric of reclaiming Roman empire, but to cosmopolitan imaginaries of Magna Graecia, the medieval Christian crusades, the Venetian and Genoese maritime empires, and finally, of religious diversity and transnational Levantine Jewish communities that could help render cultural and political connections between the Italian nation at home and the overseas empire in the Mediterranean. Using postcolonial critique to interpret local archival and oral sources as well as Italian colonial literature, film, architecture, and urban planning, the book brings to life a history of mediterraneita or Mediterraneanness in Italian culture, one with both liberal and fascist associations, and enriches our understanding of how contemporary Italy-as well as Greece-may imagine their relationships to Europe and the Mediterranean today. --
