Book Italian Budgeting Policy

Download or read book Italian Budgeting Policy written by Alice Cavalieri and published by Springer Nature. This book was released on 2023-03-14 with total page 277 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book assesses Italian budgetary policy over the last thirty years. Covering more than three decades of political change and national transformation, it considers the institutional and external factors that have shaped long-term budgetary changes. The book analyses the levels of expenditure allocation across varying budget categories, and compares the budget bill and budget law in order to shed new light on the specific dynamics that have influenced budgetary decision-making processes. Overall, the book provides important conclusions on the role of the budget as a governmental policy instrument, the consequences of multilevel governance over national budgetary policy, and the impact of national and international crises on budgetary changes. With Italy being one of the most important parliamentary democracies in Europe and a key actor within the European Union, these conclusions have important repercussions for other European parliamentary democracies. The book will appeal to scholars and students of European public policy, public administration and economic governance.

Book Fiscal Rules to Tame the Political Budget Cycle

Download or read book Fiscal Rules to Tame the Political Budget Cycle written by Lorenzo Forni and published by International Monetary Fund. This book was released on 2017-01-20 with total page 20 pages. Available in PDF, EPUB and Kindle. Book excerpt: The paper provides evidence that fiscal rules can limit the political budget cycle. It focuses on the application of the Italian fiscal rule at the sub-national level over the period 2004-2006 and shows that: 1) municipalities are subject to political budget cycles in capital spending; 2) the Italian subnational fiscal rule introduced in 1999 has been enforced by the central government; 3) municipalities subject to the fiscal rule show more limited political budget cycles than municipalities not subject to the rule. In order to identify the effect, we rely on the fact that the domestic fiscal rule does not apply to municipalities below 5,000 inhabitants. We find that the political budget cycle increases real capital spending by about 35 percent on average in the years prior to municipal elections and that the sub-national fiscal rule reduces these figures by about two thirds.

Book Fiscal Rules and Public Spending

Download or read book Fiscal Rules and Public Spending written by Wildmer Daniel Gregori and published by . This book was released on 2014 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: The aim of this paper is to investigate the extent to which local budget spending composition reacts to fiscal rules variations. I consider the budget of Italian municipalities and exploit specific changes in the Domestic Stability Pact's rules, to perform a difference-in-discontinuities analysis. The results show that not all rules are equally effective: imposing a cap on the total amount of consumption and investment is not as binding as two caps, one specific for consumption and a different one for investment spending. More specifically, the consumption variation is triggered by changes in the level of wages and services spending, while investment relies on infrastructure movements. In addition, there is evidence that when an increase in investment is achieved, there is also a higher budget deficit level.

Available in PDF, EPUB and Kindle. Book excerpt: The Selected Issues paper investigates options for improving the efficiency of the Italian judicial system and closing the regional performance gap. Better courts would bring about macroeconomic benefits, including increased employment opportunities, and higher productivity, investment, and research and development. The Italian financial system faces several challenges in order to restore profitability under weak growth conditions and to adapt to a changing global environment. This chapter explores ways of improving profitability and the challenges of shifting from a bank-based financial system, common in EU countries, to a more ‘market-based’ system. Along with this shift comes a diversification of financing sources, led by further development of capital markets. Budget allocation in Italy will need to increasingly rely on efficiency analysis to find savings and improve performance. The analysis in this chapter finds that large social spending in Italy, particularly current pensions, will need to be tackled to generate sizable expenditure savings. In education and non-pension social protection there is scope for improving outcomes with current resources. In other areas, reducing cross-regional variation in spending efficiency could also lead to savings. Reforms should focus on court management, rationalization of the appeal system, reduction of the backlog of pending cases, and wider use of out-of-court mediation.

The paper highlights that a fundamental reform of the tax system took place in 1971–73, and introduced three main innovations: the concentration of tax authority almost exclusively at the level of the central government; a value-added tax, in line with the rest of the European Union; and the extension of the base of the personal income tax to additional income categories. This paper also reviews the management of public spending in Italy.

Book Italy Toward a Growth Friendly Fiscal Reform

Download or read book Italy Toward a Growth Friendly Fiscal Reform written by Michal Andrle and published by International Monetary Fund. This book was released on 2018-03-16 with total page 38 pages. Available in PDF, EPUB and Kindle. Book excerpt: Published in late 2017, the Italian medium-term fiscal plan aims to achieve structural balance by 2020, although concrete, high-quality measures to meet the target are yet to be specified. This paper seeks to contribute to the discussion by (i) assessing spending patterns to identify areas for savings; (ii) evaluating the pension system; (iii) analyzing the scope for revenue rebalancing; and (iv) putting forward a package of spending cuts and tax rebalancing that is growth friendly and inclusive, could have limited near-term output costs, and would achieve a notable reduction in public debt over the medium term. Such a package could help the authorities balance the need to bring down public debt and, thus, reduce vulnerabilities while supporting the economic recovery.

  • Author : Federico Chabod

Download or read book Italian Foreign Policy written by Federico Chabod and published by Princeton University Press. This book was released on 2014-07-14 with total page 643 pages. Available in PDF, EPUB and Kindle. Book excerpt: Federico Chabod (1901-1960) was one of Italy's best-known historians, noted for his study of Italian history in a European context. This is the first English translation of his most important book. Although he carried out his extensive archival research for this work from 1936 until 1943, the fall of fascism and Chabod's active participation in the Resistance delayed its completion. When it was published in 1951, it was immediately hailed as a masterpiece. Chabod intended to write a new kind of diplomatic history-- one in which political history is seen as part of a larger historical whole. He does not present a detailed chronological account of Italian foreign policy during the period studied, but rather the "moral and material" underpinnings of that policy. In fact, he crafts a highly developed portrait of an age, with the real subjects being the Italian state and society, the ruling class and political culture. This work offers readers a superb picture of post-Risorgimento Italy and an outstanding example of Chabod's historiographical method. Originally published in 1996. The Princeton Legacy Library uses the latest print-on-demand technology to again make available previously out-of-print books from the distinguished backlist of Princeton University Press.
