The political course of the fascist country also affected the surrounding European states. In the primary phase of the fascist regime, the U.S. government was in the position to alter parts of Italy’s policy course, by applying political pressure. Thus America’s foreign policy towards Italy did not only concern this one country. It also had consequences for the rest of Europe, and the start of the Second World War. This work is concerned with the view of the successive American administrations towards Italy after Mussolini’s ascension to power. Questions being answered are: How did the U.S. government react after the fascist ruler took over Italy? Did the administration valuate Mussolini as a positive or a negative change for the European country? Was a thread visible in the U.S. attitude concerning Italy? What were the government’s reactions to Italy’s cooperation with Hitler? And: Could a different American political strategy concerning Italy have hindered Hitler’s war efforts? To answer those questions, the work is structured along three main parts. The first part is addressed with the U.S. government’s position after Benito Mussolini’s soaring to power. This part is divided into a description of America’s characterization of the new leader and an account of the first times the U.S. questioned their view on Italy. Following this evaluation, the second part deals with the American view in the times of The Great Depression. The third part is concerned with the administrations view after Hitler’s rise to power. Finally the conclusion marks the end of this work. Mainly four books were used: David F Schmitz’ “The United States and fascist Italy, 1922 – 1940” gives a well structured and informative overview of the American – Italian relations from Mussolini’s ascension to power, until the begin of The Second World War. Another useful book, in the first parts handling this topic, is H. Stuart Hughes’ “The United States and Italy”1. John P. Diggins’ work “ Mussolini and Fascism: The view from America”2 is mainly concerned with the public opinion in the U.S. toward Italy and very informative. Another well written and informative book dealing with America’s foreign policy is William L. Langer’s and S. Everett Gleason’s book “The challenge to isolation: The world crisis of 1937 – 1940 and American foreign policy”.

Book excerpt: The Italian Emigration of Modern Times examines diplomatic issues that arose between Italy and the United States over a series of lynchings of Italian immigrant labourers before World War I. The work explores a significant epoch in Italian economic and diplomatic history which became intertwined with American ethnic and race relations issues. On one level, the book emphasises the pragmatism and restraint which characterized Italy’s official reactions to these repeated episodes of murder of its nationals. On another level, it shows that the diplomatic crises which swirled around the lynching of Italians pushed onto the American political scene the question of whether there should be a federal anti-lynching law. Naturally, the lynching of Italian nationals in the US produced wide public outrage in Italy. Italian domestic outcries presented the Italian government with a serious dilemma. Emigrant savings and financial transfers to family members remaining in Italy were an important economic asset. Italian diplomats launched investigations and protested vigorously, but ended up accepting federal financial compensation for the victims’ families. The consistent pragmatism and restraint of the Italian government through these episodes of violence is the unifying theme of the entire work.

Book excerpt: The United States is among the wealthiest nations in the world, but it is far from the healthiest. Although life expectancy and survival rates in the United States have improved dramatically over the past century, Americans live shorter lives and experience more injuries and illnesses than people in other high-income countries. The U.S. health disadvantage cannot be attributed solely to the adverse health status of racial or ethnic minorities or poor people: even highly advantaged Americans are in worse health than their counterparts in other, "peer" countries. In light of the new and growing evidence about the U.S. health disadvantage, the National Institutes of Health asked the National Research Council (NRC) and the Institute of Medicine (IOM) to convene a panel of experts to study the issue. The Panel on Understanding Cross-National Health Differences Among High-Income Countries examined whether the U.S. health disadvantage exists across the life span, considered potential explanations, and assessed the larger implications of the findings. U.S. Health in International Perspective presents detailed evidence on the issue, explores the possible explanations for the shorter and less healthy lives of Americans than those of people in comparable countries, and recommends actions by both government and nongovernment agencies and organizations to address the U.S. health disadvantage.

Postman represents the latest, and most complete and objective socio-politico-literary study of that period. Although long forgotten, this key domestic and diplomatic crisis exposed in a flash of violence all the simmering anti-Italian racial tensions rocking New Orleans and America. Ethnic hostility toward southern Italian immigration and Mafia criminality exploded in New Orleans with the murder of Police Chief D.C. Hennessy and the lynching by a 20,000-strong mob of 11 imprisoned Italians. Far from being spontaneous, the lynching was secretly engineered by Lousiana's establishment in a strategy to exterminate the Mafia, expropriate the rich Italian tropical fruit trade with Central America, and especially, cajole the independent-minded Italians into joining the White Supremacist front, which disenfranchised Louisiana's Blacks in 1898. Nationally, the lynching split Americans between advocates and opposers of popular justice and anti-immigration laws. Even more importantly, the New Orleans Lynchings provoked a major international crisis and war-scare with Italy in 1891-92, while promoting at home the long awaited nationalistic Reunification of North and South against foreign foes. The U.S. government's refusal to pay reparations until 1892 led Italy to break diplomatic relations, while both governments were trapped in a rigid international confrontation by their own domestic political fragility and collapsing electoral support. Finally America's own defenselessness against Italy's navy (The world's third largest) forced the U.S. to build a new modern navy, which first propelled them to victory in the 1898 Spanish-American War, and later on to global Superpowership.
