There is debate about whether such fuel treatments are necessary owing to the complexity of the wildfire issue and to general disagreement about whether long-term wildfire impacts present a real problem. This report presents one way of conceptualizing the costs and benefits of fuel treatments and wildfire and reviews issues related to their evaluation. Illustrations. Book excerpt: High-intensity wildfires are one of the leading causes of severe soil erosion in western U.S. watersheds. This erosion can lead to disruptive deposits of sediment in reservoirs and water supply systems. Fuel treatments such as controlled burns and forest thinning can reduce wildfire intensity and help preserve topsoil. But while these treatments are generally much less expensive than firefighting, property loss, and sediment removal, there are limited funds available for controlled burns and forest thinning. For this reason, land managers can benefit from estimating the erosion potential of high-intensity wildfires in order to decide where to focus fuel reduction efforts. To help forest managers prioritize forest fuel reduction decisions, scientists from the Rocky Mountain Research Station and other agencies and organizations have developed several modeling tools that predict fire risk and erosion potential in and around watersheds. These tools, which include FSim, FlamMap, and WEPP (Water Erosion Prediction Project), are helping land managers preserve long-term forest health and preserve water supply and access in the western United States. By helping to quantify the connection between forest management and water supply protection, these tools are helping land managers cultivate stakeholder support for forest management efforts.

Book excerpt: Estimates of crown fire hazard are presented for existing forest conditions in Montana by density class, structural class, forest type, and landownership. Three hazard reduction treatments were evaluated for their effectiveness in treating historically fire-adapted forests (ponderosa pine (Pinus ponderosa Dougl. ex Laws.), Douglas-fir (Pseudotsuga menziesii (Mirb.) Franco), dry mixed conifer) that rate high/moderate for fire hazard. Comprehensive restoration treatments that address density, structure, and species composition of high-hazard forests are significantly more effective at reducing hazard than thin-from below approaches that remove smaller trees only. Trees removed as a byproduct of the restoration treatment yielded net revenues averaging over $600 per acre, whereas the thin-from-below approach would require an out-of-pocket expenditure of over $600 per acre. Posttreatment conditions were projected forward 30 years and reevaluated for hazard. Projections revealed that effectiveness of all treatments diminished over time; however, forests receiving the comprehensive restoration treatment remained substantially lower hazard 30 years after treatment than they would have had they received the alternative treatments.

Book excerpt: Maximizing the effectiveness of fuel treatments at the landscape scale is a key research and management need given the inability to treat all areas at risk from wildfire, and there is a growing body of scientific literature assessing this need. We synthesized existing scientific literature on landscape-scale fuel treatment effectiveness in North American ecosystems through a systematic literature review. We identified 127 studies that addressed this topic using one of three approaches: simulation modeling, empirical analysis, or case studies. Of these 127 studies, most focused on forested landscapes of the western United States. Together, they generally provided evidence that fuel treatments reduced negative outcomes of wildfire and in some cases promoted beneficial wildfire outcomes, although these effects diminished over time following treatment and were influenced by factors such as weather conditions at the time of fire. The simulation studies showed that fuel treatment extent, size, placement, timing, and prescription influenced the degree of effectiveness. Empirical studies, though limited in scope, provided evidence that fuel treatments were effective at reducing the rate of spread, progression, extent, or severity of actual wildfires both within and outside of treated areas. Case studies documented outcomes of specific wildfire events and contained managers’ evaluations of fuel treatment effectiveness. These case studies shared certain characteristics associated with changing a wildfire outcome, such as recency of treatment implementation, or strategic placement in relation to previous treatments or wildfires, suppression needs/infrastructure, or prevailing winds and topographic firebreaks. Across the three study types, the importance of treating multiple strata to reduce fuels contributing to fire spread and severity was emphasized. Fuel treatments contributed to fire suppression efforts by reducing costs and facilitating suppression activities such as fireline construction. We conclude that existing literature contains useful information that can inform future fuel treatment planning, but that additional research is needed in underrepresented ecosystems and underdeveloped topics including cost-benefit analysis, fuel treatment longevity, and interactions among fuel, topography, and climate that contribute toward influencing fuel treatment effectiveness. There is a need for more empirical studies that evaluate fuel treatments beyond treatment boundaries, simulation studies that examine conditions expected under future climate scenarios, and case studies that document manager experiences and what they view are indicators of effective landscape-scale fuel treatments.
