How do ordinary men become professional wielders of force, and when does this transformation falter or fail? Regular Soldiers, Irregular War presents a theoretical framework for understanding the various forms of behavior in which soldiers engage during counterinsurgency campaigns—compliance and shirking, abuse and restraint, as well as the creation of new violent practices. Through an in-depth study of the Israeli Defense Forces' repression of the Second Palestinian Intifada of 2000–2005, including in-depth interviews with and a survey of former combatants, Devorah Manekin examines how soldiers come both to unleash and to curb violence against civilians in a counterinsurgency campaign. Manekin argues that variation in soldiers' behavior is best explained by the effectiveness of the control mechanisms put in place to ensure combatant violence reflects the strategies and preferences of military elites, primarily at the small-unit level. Furthermore, she develops and analyzes soldier participation in three categories of violence: strategic violence authorized by military elites; opportunistic or unauthorized violence; and "entrepreneurial violence"—violence initiated from below to advance organizational aims when leaders are ambiguous about what will best serve those aims. By going inside military field units and exploring their patterns of command and control, Regular Soldiers, Irregular War, sheds new light on the dynamics of violence and restraint in counterinsurgency.

Since the end of the Cold War, academic debate over the nature of war in the contemporary world has focused upon the asymmetric nature of conflict among a raft of failed or failing states, often held together by only a fragile notion of a shared communal destiny. Little scholarly attention has been paid, however, to one such conflict that predates the ending of the Cold War, yet still appears as intractable as ever: Israel’s hostile relationship with Lebanon and in particular, its standoff with the Lebanese Shi’a militia group, Hizbollah. As events surrounding the ‘Second Lebanon War’ in the summer of 2006 demonstrate, the clear potential for further cross border violence as well as the potential for a wider regional conflagration that embraces Damascus and Tehran remains as acute as ever. The purpose of this research was to identify the key causal variables that led to the success of the Israeli counterinsurgency campaign during the Second Intifada. This research drew upon secondary sources and primary sources, to include expert interviews and archival data. This project was carried out through process tracing. The independent variables were the boots on the ground, border control, and criticality of intelligence approaches. The results of this study indicate that these three variables contributed to the dependent variable of a successful counterinsurgency campaign. The results of this study will contribute to the current state of literature regarding peace and reconciliation. In addition, this thesis will contribute to the counterinsurgency literature regarding the suggested ratio of counterinsurgents to residents in the location of an insurgency.

This is the first book of its kind on PSYOP (psychological operations -- military actions designed to influence the perceptions and attitudes of individuals, groups, and foreign governments) in Middle East research. The book provides a much needed in-depth analysis of the techniques used by both the Israelis and the Palestinians. The volume clarifies the rationales for psychological warfare in the Israeli-Palestinian conflict from 1948 to 1991, examines the development of concepts of offensive and defensive psychological warfare as developed by the Nazis and the Soviets, as well as US and British tactics of persuasion, and looks at the ways the main actors have adapted these tactics to the specifics of the Intifada. Close attention is paid to the formulation and dissemination of Palestinian psychological themes directed at the Arab world, neutral parties, and the enemy; and official Israeli attempts (though largely unsuccessful) to counter them, including official government stances and directives to the Israeli Defense Forces. The Intifada, conducted under media scrutiny, resulted in a total re-examination of Israeli military strategies, which has important bearing for the future conduct of armies fighting local insurgency, most recently the US Iraq experience.

Book excerpt: This monograph determined that the tactical and strategic experience of the Israeli Defense Force (IDF) since 1981 was relevant to the future operational environment of the U.S. Army. The IDF's experiences are relevant because the Israeli Army was similarly equipped and organized to the heavy units in the U.S. Army, both then and now. Israel faced a similar full spectrum threat, and the IDF had to adapt to enemies who switched to asymmetric methods in order to overcome Israel's conventional military superiority. The IDF of 1981 paralleled the U.S. Army of the 2000 in many ways. It was a mechanized heavy force designed to conduct operations against a Soviet armed and equipped enemy. It fought and defeated some of those enemies decisively eight years previously. Beginning with the invasion of Lebanon (Operation "Peace for Galilee"), the IDF discovered that there were no peer competitors willing to fight it on its own terms. The nature of war changed for the IDF in sometimes unexpected ways, and it struggled to adapt to its changing operational environment. The IDF operational environment became much more complicated, because while it retained the old threats in the form of its Arab neighbors, it added sustained guerrilla war and civil insurrection.
