The paper examines the basic factors that determine the development of doctrine on strategic and operational levels. After examining the permanent factors that define doctrine, particular attention is given to recent changes and the dynamic nature of the Israeli doctrine. Israel's policy and military doctrine have essentially remained the same since the 1950's, despite the impact of far-reaching changes. These changes include: increased involvement of superpowers in the region; Israel's increased dependence on U.S. aid; Israel's international isolation; the peace agreement with Egypt; the increasing importance of the Arab World and oil power; Israel's demographic and economic difficulties; the decreasing military threat to Israel's existence; and an increasingly divided Israeli society. Other problems discussed are the development of new military technology, and the ability of the Arab nations to counter Israeli offensive military doctrine. The paper concludes that Israel must increase the importance of the political component relative to the military component in its national security policy. Israel must begin to take political risks for peace at the expense of its quest for absolute security, while still retaining its military power as the most significant factor to guarantee its existence. Demobilization of its armed forces led to the formation of special elite unit under the command of Ariel Sharon to cope with cross-border infiltration, pillage and murder. A policy of deterrence was governed by the tactic of retaliation, which contained the seeds of escalation. At the same time, a military dynamic unfolded in which the logic of field unit response dictated both military and political policy and caught the imagination of a demoralized and war-weary Israeli society. The myth of the Israeli paratroopers at the beginning of the 1950s, and their heroic deeds in the reprisal raids, embodied the new Zionist ethos for which the current Prime Minister of Israel, Ariel Sharon, claims much of the credit. The book thus provides historical insight into some of the most intractable developments of the current Arab-Israeli conflict.

In the years 1948-1982 Israel and Arab states had a series of wars i.e. high intensity wars. Israel, since 1948, also dealt with guerrilla and terror attacks. Since 1982 and mostly in the last 15 years Israel faced hybrid forces, Hamas and Hezbollah. Those groups are a mix between a conventional military and a guerrilla group. Israel fought against Hezbollah in Lebanon in 2006 and against Hamas in the Gaza Strip, mostly in two wars, in 2008-2009 and in 2014. This book begins with explaining Israel’s national security policy. Then it focuses on how the IDF (Israel defense forces) had to adjust its doctrine and build up to confront hybrid forces, by examining Israel’s air and the ground corps and major issues such as offense and defense, infrastructure and manpower. The IDF can inflict heavy casualties and damages to a hybrid foe. Yet destroying the latter is a tall order because Hezbollah and Hamas are too elusive, they hide inside populated areas etc. However, compared with past wars against Arab states, there is much less danger to Israel let alone to its survival since even a coalition between Hezbollah, Hamas and other groups can’t defeat the IDF. Furthermore since fighting a hybrid force is less demanding than running a high intensity war against an Arab state, then Israel does not rely that much on the United States in receiving weapon systems, ammunition and spare parts.

The book points to the years 1979&–1981 as the years of transition from conventional military challenges faced by Israel to the novel challenges of terrorism, missiles and rockets, sub-state guerrilla organizations on its borders and the prospect of nuclear weapons in hostile hands. Some of these challenges have been exacerbated by the unraveling of neighboring Arab states. The book's review of the evolution of Israeli policies through almost seven decades of war and conflicts shows the absence of a full-fledged grand strategy, the structural weakness of national security policy formulation by successive governments at the cabinet level and the dominant role of the IDF. This state of affairs helps explain why and how Israel has responded to the recent turmoil in a piecemeal fashion rather than formulate a comprehensive policy that would enhance its ability to respond to the new challenges and take advantage of the new opportunities.
