Book excerpt: Drawing upon insights from the natural and social sciences, this book puts forth a provocative new argument that the violent Islamist threat in Indonesia today derives its stubborn resilience from being in essence a complex, adaptive and self-organizing system – or what some specialists might even call a super-organism. The book challenges the popular assumption that ideology is the root cause that explains why Indonesian Islamists radicalize into violent extremism. In addition it addresses why despite years of intense security force pressure, seemingly disparate militant cells keep ‘popping up’ like the proverbial hydra - and in the apparent absence of a centralized coordinating body, nevertheless appear to display an organic interconnectivity with one another. Going beyond standard ideological mantras the book argues that fresh inter-disciplinary thinking is needed to cope with the constantly mutating violent Islamist challenge in Indonesia, and puts forth a comprehensive strategy for doing so. It will be of interest to academics and students of terrorism, religion and violence in the Southeast Asian region.

As a result of effective counterterrorism policing, however, IS networks have been decimated and the structure of jihadism in Indonesia has shifted from organizations to autonomous networks and cells, increasingly organized via the Internet. Although support for violent extremism in Indonesia remains marginal, cells of IS followers maintain a low-level capacity to conduct lethal attacks against civilian and government targets. Most IS operations in Indonesia are sporadic and low-level attacks against the Indonesian police. Religious minorities have also been high-profile targets, as in the Surabaya church suicide bombings of 13 May 2018. There are some indications, however, of militants' renewed interest in attacking foreign targets, such as tourists on the resort island of Bali.

Book excerpt: In the wake of the September 11 and subsequent terrorist attacks, the academic and media commentaries on Islam the religion and Islam the basis for political ideology haves received an unprecedented high level of exposure and attention. The acts of political violence by extremist groups and the omnipresent war on terror have added fresh uncertainties to an already complex global order. Just as terrorism and counter-terrorism are locked in a mutually re-enforcing symbiosis, the sense of insecurity felt by Muslims and non-Muslims alike is mutually dependent and has the potential to escalate. This general assessment holds true for Muslims living in the Muslim world and beyond. The pervasive sense of being under attack physically and culturally by the United States and its allies has contributed to a growing unease among Muslims and re-enforced deep-seated mistrust of the ‘West’. Public articulation of such misgivings has in turn, lent credence to Western observers who posit an inherent antipathy between the West and the Muslim world. The subsequent policies that have emerged in this context of fear and mutual distrust have contributed to the vicious cycle of insecurity. The present volume is anchored in the current debates on the uneasy and potentially mutually destructive relationship between the Muslim world and certain West countries. It brings together leading international scholars in this interdisciplinary field to deal with such inter-related questions as the nature of Islamism, the impact of the ‘war on terror’ on the spread of militancy, the growing sense of being under siege by Muslim Diasporas and the many unintended ramifications of a security-minded world order. This version of Islam contrasts with the dominant policy of Saudi Arabia and some neighboring states which impose strict, conservative, and puritanical social practices. Religious doctrines of intolerance toward western values, mysticism, and variations in local practice have spread to Islamic communities in Indonesia, where terrorist groups like Jemaah Islamiyah (JI) have used these doctrines as a base of justification for a radicalized ideology that seeks to overthrow the state. JI seeks to create an Islamic government based on shari'a in Indonesia. Despite the severity of the challenge from this radical ideology promoted through violence, Indonesia has experienced relative success in conducting a counter-terrorism campaign against JI. Indonesia employs both counter-terrorism police work and effective messaging to exploit the key differences between Indonesian and Middle Eastern radical Islam. The Indonesian government's fight against JI provides a model for a successful campaign to combat a terrorist group using police tactics, intelligence, and re-education. Women, Gender, and Terrorism explores women's relationship with terrorism, with a keen eye on the political, gender, racial, and cultural dynamics of the contemporary world. Throughout most of the twentieth century, it was rare to hear about women terrorists. In the new millennium, however, women have increasingly taken active roles in carrying out suicide bombings, hijacking airplanes, and taking hostages in such places as Palestine, Iraq, Afghanistan, Sri Lanka, Lebanon, and Chechnya. These women terrorists have been the subject of a substantial amount of media and scholarly attention, but the analysis of women, gender, and terrorism has been sparse and riddled with stereotypical thinking about women's capabilities and motivations. In the first section of this volume, contributors offer an overview of women's participation in and relationships with contemporary terrorism, and a historical chapter traces their involvement in the politics and conflicts of Islamic societies. The next section includes empirical and theoretical analysis of terrorist movements in Chechnya, Kashmir, Palestine, and Sri Lanka. The third section turns to women's involvement in al Qaeda and includes critical interrogations of the gendered media and the scholarly presentations of those women.
