In order to maintain authority, leaders often must capitulate to Islamic universalist dogma, which may conflict with their own views of the state as well as threaten the legitimacy of other leaders in the region who are attempting to establish a secular, national basis for government. Tracing the roots of this dilemma in Middle Eastern history and Islamic philosophy, Dr. Sonn compares the contemporary Middle Eastern period to Europe’s “Age of Religious Wars†that preceded the emergence of the Western secular state. She describes how a process similar to the organic development of the secular state in Europe was interrupted in the Middle East by oppressive Western colonialism, which eventually led to the Muslim rejection of nationalism and all things “Western†and to the reassertion of Islam as the sole source of political legitimacy. The author shows how the philosophy of Islamic traditionalism opposes the two fundamentals of stable national political systems—a geographical limitation of authority and an institutionalized process for regular changes in leadership. Dr. Sonn bases her argument on an insightful examination of Middle Eastern history, from the formation and disintegration of the Ottoman Empire in the late nineteenth century to the present, and caps it with a detailed look at a possible solution to the dilemma: the teachings of modern scholars who advocate a new “Islamic realism†incorporating a limited definition of national identity and interests while retaining Islamic social goals.

Even in Asia, where such ideas have always been marginal, radical groups are taking the view that scriptural authority requires either Islamic rule (Dar-ul-Islam) or a state of war with the essentially illegitimate authority of non-Muslims or secularists. This book places the debate in a specifically Asian context. It draws attention to Asia (east of Afghanistan), as not only the home of the majority of the world’s Muslims but also Islam’s historic laboratory in dealing with religious pluralism. In Asia, pluralism is not simply a contemporary development of secular democracies, but a long-tested pattern based on both principle and pragmatism. For many centuries, Muslims in Asia have argued about the legitimacy of non-Islamic government over Muslims, and the legitimacy of non-Muslim peoples, polities and rights under Islamic governance. This book analyses such debates and the ways they have been reconciled, in South and Southeast Asia, up to the present. Book excerpt: Radical Arab nationalism emerged in the modern era as a response to European political and cultural domination, culminating in a series of military coups in the mid-20th century in Egypt, Algeria, Syria, Iraq, Yemen, and Libya. This movement heralded the dawn of modern, independent nations that would close the economic, social, scientific, and military gaps with the West while building a unity of Arab nations. But this dream failed. In fact, radical Arab nationalism became a barrier to civil peace and national cohesion, most tragically demonstrated in the case of Syria, for two reasons: 1) national armies militarized nationalism and its political objectives; 2) these nations did not keep pace with the intellectual and political and cultural and social progress of European nations that offered, for example, freedom of speech and thought. It was the failure of radical Arab nationalism, Addi contends, that made the more recent political Islam so popular. But if radical nationalism militarized politics, the Islamists politicized religion. Today, the prevailing medieval interpretation of Islam, defended by the Islamists, prevents these nations from making progress and achieving the kind of social justice that radical Arab nationalism once promised. Will political Islam fail, too? Can nations ruled by political Islam accommodate modernity? Their success or failure, Addi writes, depends upon this question.
