"Turkey, Islam, Nationalism, and Modernity" reveals the historical dynamics propelling two centuries of Ottoman and Turkish history. As mounting threats to imperial survival necessitated dynamic responses, ethnolinguistic and religious identities inspired alternative strategies for engaging with modernity. A radical, secularizing current of change competed with a conservative, Islamically committed current. Crises sharpened the differentiation of the two streams, forcing choices between them. The radical current began with the formation of reformist governmental elites and expanded with the advent of 'print capitalism', symbolized by the privately owned, Ottoman-language newspapers. The radicals engineered the 1908 Young Turk revolution, ruled empire and republic until 1950, made secularism a lasting 'belief system', and still retain powerful positions. The conservative current gained impetus from three history-making Islamic renewal movements, those of Mevlana Halid, Said Nursi, and Fethullah Gulen. Powerful under the empire, Islamic conservatives did not regain control of government until the 1980s. By then they, too, had their own influential media. Findley's reassessment of political, economic, social and cultural history reveals the dialectical interaction between radical and conservative currents of change, which alternately clashed and converged to shape late Ottoman and republican Turkish history.

Book excerpt: Radical Arab nationalism emerged in the modern era as a response to European political and cultural domination, culminating in a series of military coups in the mid-20th century in Egypt, Algeria, Syria, Iraq, Yemen, and Libya. This movement heralded the dawn of modern, independent nations that would close the economic, social, scientific, and military gaps with the West while building a unity of Arab nations. But this dream failed. In fact, radical Arab nationalism became a barrier to civil peace and national cohesion, most tragically demonstrated in the case of Syria, for two reasons: 1) national armies militarized nationalism and its political objectives; 2) these nations did not keep pace with the intellectual and political and cultural and social progress of European nations that offered, for example, freedom of speech and thought. It was the failure of radical Arab nationalism, Addi contends, that made the more recent political Islam so popular. But if radical nationalism militarized politics, the Islamists politicized religion. Today, the prevailing medieval interpretation of Islam, defended by the Islamists, prevents these nations from making progress and achieving the kind of social justice that radical Arab nationalism once promised. Will political Islam fail, too? Can nations ruled by political Islam accommodate modernity? Their success or failure, Addi writes, depends upon this question.

Such a general perception has also had a tremendous impact on the Muslims of the Indian subcontinent, who as individuals and communities have been shaped and transformed over centuries of socio-political and historical processes, by eroding their world-view and steadily erasing their life-worlds. This book traces the spectral presence of Islam across narratives to note that difference and diversity, demographic as well as cultural, can be espoused rather than excised or exorcized. Focusing on Malabar - home to the Mappila Muslim community in Kerala, South India - and drawing mostly on Malayalam sources, the author investigates the question of Islam from various angles by constituting an archive comprising popular, administrative, academic, and literary discourses. The author contends that an uncritical insistence on unity has led to a formation in which "minor" subjects embody an excess of identity, in contrast to the Hindu-citizen whose identity seemingly coincides with the national. This has led to Muslims being the source of a deep-seated anxiety for secular nationalism and the targets of a resurgent Hindutva in that they expose the fault-lines of a geographically and socio-culturally unified nation. The book examines how state rule influenced the development of the Muslim population's collective identity as a minority and affected Muslim relations with the Greek authorities and Orthodox Christians. Greece was the first country in the Balkans to become an independent state and a pioneer in experimenting with minority issues. Greece's ruling framework and many state administrative measures and patterns would serve as templates in other Christian Orthodox Balkan states with Muslim minorities (Bulgaria, Romania, Serbia, Cyprus). Muslim religious officials were empowered with authority which they did not have in Ottoman times, and aspects of the Islamic law (Sharia) were incorporated into the state legal system to be used for Muslim family and property affairs. Religion remained a defining element in the political, social, and cultural life of the post-Ottoman Balkans; Stefanos Katsikas explores the role religious nationalism and public institutions have played in the development and preservation of religious and ethnic identity. Religion remains a key element of individual and collective identity but only as long as there are strong institutions and the political framework to support and maintain religious diversity.

Under the Banner of Islam uses Turkey as a case study to understand how religious, ethnic, and national identities converge in ethnic conflicts between co-religionists. Gülay Türkmen asks a question that informs the way we understand religiously homogeneous ethnic conflicts today: Is it possible for religion to act as a resolution tool in these often-violent conflicts? In search for answers to this question, in Under the Banner of Islam, Türkmen journeys into the inner circles of religious elites from different backgrounds: non-state-appointed local Kurdish meles, state-appointed Kurdish and Turkish imams, heads of religious NGOs, and members of religious orders. Blending interview data with a detailed historical analysis that goes back as far as the nineteenth century, she argues that the strength of Turkish and Kurdish nationalisms, the symbiotic relationship between Turkey's religious and political fields, the religious elites' varying conceptualizations of religious and ethnic identities, and the recent political developments in the region (particularly in Syria) all contribute to the complex role religion plays in the Kurdish conflict in Turkey. Under the Banner of Islam is a specific story of religion, ethnicity, and nationalism in Turkey's Kurdish conflict, but it also tracks a broader narrative of how ethnic and religious identities are negotiated when resolving conflicts.

The indicators used to establish the causal link between Islam’s role in state nationalism and Islamization are the presence of Islamic provisions in the constitution, Islam-inspired national symbols, Islamic images on the national currency, Islamic basis of family law, a Department of Religious Affairs, and governmental support for religious education. The book concludes by identifying three causal mechanisms—legitimacy, mobilization, and authenticity—that link Islam’s role in state nationalism and the Islamization of government.
