The first section presents an overview of the standard, graphical analysis of payroll taxation, then moves to a more general discussion of a more involved but more realistic labour market setting where the proposal for the preferred package is defended. The following section sharpens the analysis of the extended labour market setting by returning to the use of simple supply and demand graphs, and considering alternative policies for reducing unemployment. The effectiveness of these is compared with that of the proposal, which involves cutting employer payroll tax levied on low-wage workers and financing this tax cut by increasing the tax on high-wage workers.

The Study For years, this question preyed on the mind of Jim Collins. Are there companies that defy gravity and convert long-term mediocrity or worse into long-term superiority? The Standards Using tough benchmarks, Collins and his research team identified a set of elite companies that made the leap to great results and sustained those results for at least fifteen years.
