This volume, the rewritten results of an international workshop, with participants from eight countries, contains thirteen essays, representing a broad range of approaches to the study of Southeast Asia with water as the central theme. As it was exposed to the sea, the region was more accessible to outside political, economic and cultural influences than many landlocked areas. Easy access through sea routes also stimulated trade from an early age. However, the same easy access made Southeast Asia vulnerable to political control by strong outsiders. The sea is, moreover, a source of food, but also of many hazards. At the same time, Southeast Asian societies and cultures are confronted with and permeated by 'water from heaven' in the form of rain, flash floods, irrigation water, water in rivers, brooks and swaps, water-driven power plants, and pumped or piped water, in addition to water as a carrier of sewage and pollution. Finally, the volume deals with the role of water in classification systems, beliefs, myths, illness and healing.

Southeast Asian megacities are some of the most dynamic and diverse regions, which are playing a key role in achieving global sustainability. Twelve out of nineteen megacities of the world are located in the region, where highly developed areas coexist with poorly developing areas where large economic growth is expected. The poor quality of the living standards of the latter creates many environmental problems that are major threats to the inhabitants of the region. The Southeast Asian environment has been degraded by the release of industrial and domestic wastes, agricultural and aquacultural chemicals, and pollutants from automobiles. It suffers from water-related disasters, Tsunami, floods, typhoons, etc. In order to deal with these issues an integrated approach from the inhibitants, governments and researchers is essential. The environmental threats arising from the increasing population, overuse of natural resources, industrialization, urbanization, and natural disasters present ever increasing challenges to pursuing sustainable development of the region. Many developed countries such as Japan have experiences of dealing with severe environmental pollution and this publication is the result of building an academic network among researchers of related fields from different regions to exchange information. This book will be an invaluable source of information for all those concerned with achieving global sustainability within the water environment in developing regions, including researchers, policy makers, NGOs and NPOs.

Book excerpt: Falling or stagnant agricultural growth, increasing dependence on groundwater, climate variability, swift industrialization, and unplanned and unregulated urbanization in South Asia have spawned a variety of challenges for water resources governance, management and use: groundwater overdraft; insufficient, ill-managed and poor-quality freshwater supply vis-à-vis escalating demand; and water pollution. Water policies in each of the South Asian countries thus call for a more holistic understanding for the efficient management, equitable distribution and sustainable use of this scarce resource. Analyzing the economic, demographic and ideological context in which water policies are framed and implemented, this book argues for an integrated framework in formulating and implementing water policies in South Asia. It also highlights some common missing links in the national policies: problems of techno-centric and blueprint approach to water management, growing influence of international donor agencies and inadequate concern for issues such as equity, sustainability, gender sensitivity, accountability, regional diversity in property rights regimes and water management practices, and regional conflicts over water access. The innovative and nuanced knowledge on water resources produced from detailed case studies in India, Bangladesh, Bhutan, Nepal, Pakistan and Sri Lanka will be useful for professionals, academics, policymakers and activists as well as those in development studies, environmental studies, natural resource management and public administration.
