It was the Irish Defense Forces' first experience of active service since 1923. Irish diplomat Conor Cruise O'Brien headed the UN mission in Katanga. Former chief of staff of the defense forces, Lt.Gen. Sean MacEoin, was in overall command of UN troops in the Congo. When Irish units suffered casualties and men were taken prisoner as the fighting in Katanga continued, the crisis facing Taoiseach Sean Lemass became the most delicate and dangerous chapter in Ireland's foreign relations since 1945. Based on a first-hand account of the fighting by an Irish cavalry officer, previously unseen UN archives, and the papers of UN Secretary General Dag Hammarskjold, this book covers 18 critical months, from July 1960 to December 1961, which almost tore the UN apart and which brought the realities of UN membership to Ireland. This book is an Irish diplomatic and military perspective on a defining moment in the history of the United Nations, the Cold War, and modern Africa. Author Commandant (ret.) Art Magennis served with the Irish Defence Forces from 1940 to 1979. He undertook two tours of duty in Congo and was second-in-command of the 35th Battalion's Armoured Car Group in Elisabethville, Katanga, in 1961. The author's original research findings are focussed particularly on Ireland's struggle for independence in a global context, and his original analysis gives an account of how the economic performance of the Irish state formed a perpetual context for its role in international relations even when this was not a priority of its diplomats. Equal attention is paid to the history of international Irish trade, the operations of bilateral Irish relations, and multilateral diplomacy. Between 1840 and 1880, 4.5 million people left Ireland to start new lives abroad. Using primary sources from Ireland, Australia, and the United States, McMahon demonstrates how this exodus shaped a distinctive sense of nationalism. By doggedly remaining loyal to both their old and new homes, he argues, the Irish helped broaden the modern parameters of citizenship and identity. From insurrection in Ireland to exile in Australia to military service during the American Civil War, McMahon's narrative revolves around a group of rebels known as Young Ireland. They and their fellow Irish used weekly newspapers to construct and express an international identity tailored to the fluctuating world in which they found themselves. Sinews of the Nation treats nation-building as a practical organizational accomplishment and examines how the Irish republicans and the Zionist movement secured financial support in the United States during the first half of the twentieth century. Comparing the Irish and Jewish experiences, whose trajectories of homeland-diaspora relations were very different, provides a unique perspective for examining how national movements use economic transactions to attach disparate groups to the national project. By focusing on fundraising, Lainer-Vos challenges the common view of nation-building as only a matter of forging communities by imagining away internal differences: he shows that nation-building also involves organizing relationships so as to allow heterogeneous groups to maintain their difference and yet contribute to the national cause. Nation-building is about much more than creating unifying symbols: it is also about creating mechanisms that bind heterogeneous groups to the nation despite and through their differences.

Assessing the impact of this international engagement on the country’s human rights infrastructure and situation, the book outlines Sri Lanka’s colonial and post-colonial development. It then considers the development of a domestic human rights infrastructure in the country. It also examines and analyzes Sri Lanka’s engagement with the UN’s treaty-based and charter-based human rights bodies, before offering conclusions concerning the impact of said engagement. It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.
