A group of four proposed laws includes an oil and gas sector framework law and three supporting laws that would outline revenue sharing, restructure Iraq's Ministry of Oil, and create an Iraqi National Oil Company. Both the Bush Administration and Congress consider the passage of oil and gas sector framework and revenue sharing legislation as important benchmarks that would indicate the current Iraqi government's commitment to promoting political reconciliation and long term economic development in Iraq. In the absence of new legislation, revenue sharing mechanisms have been implemented and both the Iraqi national government and the Kurdistan Regional Government have signed oil and natural gas development contracts with foreign firms. The central importance of oil and gas revenue for the Iraqi economy is widely recognized by Iraqis, and most groups accept the need to create new legal and policy guidelines for the development of the country's oil and natural gas. However, Iraq's Council of Representatives (parliament) has not taken action to consider the proposed legislation to date because of ongoing political disputes. Iraqi critics and supporters of the proposed legislation differ strongly on a number of key issues, including the proper role and powers of federal and regional authorities in regulating oil and gas development; the terms and extent of potential foreign participation in the oil and gas sectors; and proposed formulas and mechanisms for equitably sharing oil and gas revenue. Concurrent, related discussions about the city of Kirkuk and proposed amendments to articles of Iraq's constitution that outline federal and regional oil and gas rights also are highly contentious.

However, Iraq s Council of Rrepresentatives (parliament) has not yet considered the proposed legislation due to ongoing political discord and general political instability. There are strong differences on key issues between Iraqi critics and supporters of various proposed solutions. Heather Selma Gregg argues that efforts to nation-build in both countries focused more on what should be called state-building, or how to establish a government, rule of law, security forces, and a viable economy. Considerably less attention was paid to what might truly be called nation-building--the process of developing a sense of shared identity, purpose, and destiny among a population within a state's borders and popular support for the state and its government. According to Gregg, efforts to stabilize states in the modern world require two key factors largely overlooked in Iraq and Afghanistan: popular involvement in the process of rebuilding the state that gives the population ownership of the process and its results and efforts to foster and strengthen national unity. Gregg offers a hypothetical look at how the United States and its allies could have used a population-centric approach to build viable states in Iraq and Afghanistan, focusing on initiatives that would have given the population buy-in and agency. Moving forward, Gregg proposes a six-step program for state and nation-building in the twenty-first century, stressing that these efforts are as much about how state-building is done as they are about specific goals or programs.

Various works have addressed the economic characteristics and consequences of armed conflicts over the past two decades, including issues such as ‘blood diamonds’, natural resource wars, economically motivated armed violence, self-financing conflict, or the complicity of companies and state elites in conflict economies. However, rather than treating these issues as obstacles for peace, this book explores whether they can be opportunities for peacemaking by adopting a political-economy perspective. The book looks at income sharing from natural resources as an opportunity for forward-looking peacemaking strategies, and the implications of deal-making in situations in which war economies and insecurity provide strongmen with disproportionate political and economic power. The book also highlights that peace processes are not necessarily about the rectification of a conflict’s ‘root causes’, but rather about what matters most to the main stakeholders at the moment when a peace process starts taking shape. Finally, efforts to establish a lasting peace need to go beyond the traditional set of actors associated with peace processes. The strategic involvement of donor agencies, companies, and diaspora communities can strengthen forward-looking peace processes. In Faith in Numbers, political scientist Michael Hoffman presents a theory of religion, group interest, and democracy. Focusing on communal religion, he demonstrates that the effect of communal prayer on support for democracy depends on the interests of the religious group in question. For members of groups who would benefit from democracy, communal prayer increases support for democratic institutions; for citizens whose groups would lose privileges in the event of democratic reforms, the opposite effect is present. Using a variety of data sources, Hoffman illustrates these claims in multiple contexts. He places particular emphasis on his study of Lebanon and Iraq, two countries in which sectarian divisions have played a major role in political development, by utilizing both existing and original surveys. By examining religious and political preferences among both Muslims and non-Muslims in several religiously diverse settings, Faith in Numbers shows that theological explanations of religion and democracy are inadequate. Rather, it demonstrates that religious identities and sectarian interests play a major part in determining regime preferences and illustrates how Islam in particular can be mobilized for both pro- and anti-democratic purposes. It finds that Muslim religious practice is not necessarily anti-democratic; in fact, in a number of settings, practicing Muslims are considerably more supportive of democracy than their secular counterparts. Theological differences alone do not determine whether members of religious groups tend to support or oppose democracy; rather, their participation in communal worship motivates them to view democracy through a sectarian lens.
