This volume traces the origins of the troubled relations between Iran and the majority of the GCC monarchies. It discusses not only geostrategic rivalries, but also matters of identity which have been of increased importance since 2010. While important differences are noticeable among the GCC monarchies in regard to their willingness to engage Iran, the difficult relationship between Saudi Arabia and Iran puts a strain on the possibilities for engagement between Iran and the GCC as a whole.

It argues that although Iran asserts that religion is a key factor underpinning a coherent approach to international relations, in fact what turns out to be the key factor is the politics of particular circumstances and Iran’s specific interests. The book considers Iran’s differing reactions to the Arab uprisings of 2011 onwards, showing that while Iran supported the uprisings in some countries it sided with repressive governments in other countries. The book also examines Iran’s reaction to its own outbreak of popular discontent in 2009 which was controlled by what has been considered as severe repression and explores how Iran is viewed by ordinary people in different Arab countries. The first draft was not ready until June 1989, practically coinciding with the death of Khomeini and the tenth anniversary of the Iranian Revolution-an important milestone after a decade of turmoil. The book you are about to read took some time to put together. Based on extensive research, the project was undertaken in early 1988 and ended about the spring of 1990. A sincere debt of gratitude is naturally owed to all of my contributors. But the preparation of any book does not take place in a financial void. Wehrey et al. detail the complex and multidimensional relationship between Saudi Arabia and Iran and its implications for regional stability and U.S. interests. In doing so, the authors challenge conventional thinking about Saudi-Iranian relations, arguing, for example, that Sunni-Shi'a distinctions are not the key driver in dealings between the two nations, that the two states have a tendency to engage on areas of common interest, and that the notion of a watertight bloc of Gulf Arab states opposing Iran is increasingly unrealistic. The study concludes with U.S. policy recommendations for leveraging the Saudi-Iranian relationship, particularly in the context of a U.S. drawdown in Iraq, the Palestinian-Israeli conflict, and the Iranian nuclear issue.

As a result, one of the puzzles of the current international relations has been the question of whether or not, there are prospects to resolve conflicts between Iran and Saudi Arabia and GCC and envision normalized, friendly diplomatic relations between the two states. This book argues that normalized and friendly ties between Iran and Saudi Arabia is possible, and indeed, the author shows that there is a historical precedence for it, even in the post-1979 revolutionary Iran. And, if normalized and friendly diplomatic relations are possible between Iran and Saudi Arabia, then, it is not hard to envision that maladies of sectarianism as well as Sunni-Shi’a conflict would subside in the region. The book draws on the author’s involvement, conversations, interviews, and personal observations as Ambassador and official over several decades. The book tries to explore the possibilities of diplomatic resolutions to the existing conflicts between Iran and Saudi Arabia and offer a roadmap to achieving sustainable diplomatic relations.
