Approximately one-half of the world’s habitable lands are used for agriculture (Ritchie, 2019). Not surprisingly, the food production system has a massive impact on our planet. As we look to the future, global food demand is set to increase 50%, including a 70% increase in protein demand by 2050 (OECD and FAO, 2018). Any solution to our challenges around climate, conservation and human well-being will need to involve a transition in the way we produce food and fiber. Agriculture can begin to use Nature-based Solutions (NbS) to reduce environmental impacts and, in some cases, enhance agricultural productivity. But in order to realize the full potential of Ag NbS to have a positive impact on these problems, we need new ways to fund them that are commensurate with the scale of the opportunities.

Such is the case of Ecuador where the Multi-annual Public Investment Plan 2017-2021 establishes indicative amounts of public investment that are projected to be executed annually to achieve each of the nine strategic objectives of the National Development Plan that pay tribute to the Sustainable Development Goals of the UN. This plan has certain weaknesses that may not allow an effective and efficient choice at the same time. Which entails a scenario of uncertainty for the Ecuadorian investment process. So we dare to say that a classic selection of investment projects is not suitable. Therefore, there is a need for a decisionmaking support tool that allows the most effective and optimal selection of the projects of greater importance and scope based on multiple, specifically defined criteria. Thus, the main objective of this research is to develop a selection process for investment projects based on multicriteria decision methods in a plithogenic environment. If an adequate method is determined for the selection of an investment project in an environment of uncertainty based on Plithogeny, it will be possible to provide an effective tool that optimizes the decision-making process. For this, the plithogenic versions of the AHP and TOPSIS methods will be adopted.

Book excerpt: In the 1990s, the issue of human resource development in Malaysia has gained prominence in public and private policy circles. Discussions center around training policy, where there are concerns about acute labor shortages, and around industrial development policy, which strives to maintain a skilled and well-trained workforce to increase competitiveness and attract foreign direct investment. But policymakers have been forced to make critical decisions on resource allocation and to design policies without access to comprehensive training data, especially from the private sector. This usually results in supply-oriented policies stemming from mismatches between skills supplied by public training institutions and those actually needed by industry. This report attempts to fill this information gap on private sector training as an aid in formulating training policies that are more demand-driven. The report contains rigorous analysis of private sector-led training and addresses the issue of whether firms in Malaysia underinvest in training. Data came from the Malaysia Economic Planning Units 1994-95 survey and analysis of 2,200 manufacturing firms. The survey elicited information on firm-sponsored training and on a wide range of firm attributes, including size, industry, local or foreign ownership, equipment technology, quality control systems, markets and exports, workforce characteristics, wages and other compensation, and production. The data document, for the first time, the incidence and characteristics of training in Malaysian industry, across firms of different sizes, ownership, and output profiles. The data create an unprecedented opportunity to study the critical links between training, new technology, and quality control. A joint publication of the World Bank, the United Nations Development Programme, and the Malaysia Economic Planning Unit.

In response, the FAO Investment Centre has updated the Social Analysis guides to address the evolving and volatile rural transformation context, providing programme managers, practitioners and field workers with a set of enhanced tools for the design, implementation and evaluation of inclusive investments in agrifood systems. Today’s investments must prioritize more demand-driven, people-centred, culturally sensitive and locally owned sustainable approaches, with increased attention to reducing gender and other inequalities. Operationalizing these principles contributes to FAO’s and financing agencies’ objectives of ending poverty, improving food security and nutrition, and reducing inequalities. Mainstreaming climate risk management in all aspects of development is thus key to an effective transition to climate-resilient development pathways. ADB's climate risk management framework aims to reduce risks resulting from climate change to investment projects in Asia and the Pacific. A key step in this framework is the technical and economic valuation of climate-proofing measures. This report describes the conduct of the cost-benefit analysis of climate proofing investment projects. An important message is that the presence of uncertainty about climate change does not invalidate the conduct of the economic analysis of investment projects, nor does it require a new type of economic analysis. However, the presence of uncertainty does require a different type of decision-making process in which technical and economic expertise combine to present decision makers with the best possible information on the economic efficiency of alternative designs of investment projects.
