Many international projects involve pipelines connecting energy markets in two or more countries. A key feature of investment taking place in Latin America is the convergence of gas and electricity markets. Many projects are being developed to supply gas to new power generation plants needed to meet electricity demand. Construction of a pipeline over the Andes mountains to supply gas from Argentina to energy markets in central Chile was an idea long unfulfilled for political, economic, and technical reasons. Great changes have now taken place in a very short time.Jadresic discusses both the achievements and the challenges to be faced by pipeline developers and Chile's energy sector. He details the benefits of the cooperative effort to consumers in terms of lower energy prices, higher environmental standards, and a more reliable energy system. The experience in Latin America's Southern Cone shows how technological innovation, economic deregulation, and regional integration make it possible to build major international gas pipeline projects within a competitive framework and without direct state involvement.This paper - a product of Private Participation in Infrastructure, Private Sector Advisory Services Department - is part of a larger effort in the department to analyze and disseminate the principles of, and good practice for, promoting competition in infrastructure.

The diversity of thinking about the “shale revolution” is also evident in our case studies. Throughout many countries in Europe for example, there is a strong preference for investment in renewable sources of energy over the fossil fuels. In addition to environmental concerns, the falling price of renewables, have also made them more attractive financially. Consequently, global investment in renewables is outpacing that of fossil fuel two to one. Watching this trend, in 2017, the Chinese government has pledged to invest $360 billion on renewable energy. This would make China the largest investor in development of renewables in the world. Other obstacles to development of shale oil and gas in other parts of the world include, lack of adequate shale resources (Africa), the abundance of conventional energy resources (Middle East and North Africa), high cost of production (Russia, China, Japan) and political opposition to hydraulic fracturing (France and Poland). Despite these sentiments the economic imperatives (providing employment) also play a significant role in determining the future prospects for unconventional energy resources globally.

The International Energy Outlook 2013 (IEO2013) projects that world energy consumption will grow by 56 percent between 2010 and 2040. Total world energy use rises from 524 quadrillion British thermal units (Btu) in 2010 to 630 quadrillion Btu in 2020 and to 820 quadrillion Btu in 2040 (Figure 1). Much of the growth in energy consumption occurs in countries outside the Organization for Economic Cooperation and Development (OECD),2 known as non-OECD, where demand is driven by strong, long-term economic growth. Energy use in non-OECD countries increases by 90 percent; in OECD countries, the increase is 17 percent. The IEO2013 Reference case does not incorporate prospective legislation or policies that might affect energy markets.

Book excerpt: It is widely thought that state ownership of natural resources, oil and natural gas in particular, causes countries to fall under the sway of the “resource curse.” In such cases, governments allegedly display “resource nationalism,” which destabilizes the economy, society, and politics. In this book, David R. Mares dispels these beliefs and develops a powerful new account of the relationship between state resource ownership and energy policy. Mares examines variations in energy policy across a wide range of countries, underscoring the fact that in most of the world outside the United States, subsoil natural resources are owned by the state. He considers the history of Latin American oil and gas policies and provides an in-depth analysis of Venezuela from 1989 to 2016—before, during, and after the presidency of Hugo Chávez. Mares demonstrates that the key factors that influence energy policy are the inclusiveness of the political system, the level of competitiveness within policy making, and the characteristics of individual leaders. Domestic politics, not state ownership, determines the effectiveness and efficiency of energy policies: the “resource curse” is avoidable. Drawing on these findings, Mares reconceptualizes resource nationalism, arguing that government intervention into resource extraction is legitimate as long as the benefits are shared through the provision of public goods. Featuring a sophisticated grasp of both Latin American politics and energy policy, this book sheds new light on why some governments are responsible stewards of natural resources while others appropriate national wealth for partisan or private benefit.
