Book excerpt: Using the decennial All-India Debt and Investment Survey from 1981-82 to 2012-13, this paper delves into the spatial and temporal trends in private fixed capital expenditure and its composition, among rural households in India. We also assess its relationship with public investment in agriculture. Amidst sizeable ups and downs, the magnitude and rate of growth in private investment in agriculture has gained momentum from 2000s except in Odisha, Himachal Pradesh, Jammu and Kashmir. An increasing preference of farmers to invest in residential land and buildings, and that at the cost of asset formation in farm business, is evident in agriculturally advanced states. Within agriculture, relatively higher investments in land improvement, machinery-implements, tractors, and livestock are identified over the period. Importantly, such investments are positively influenced by public investments in agriculture and irrigation in the high and low income states and also by public spending on input subsidy in the middle and low income states. An increase in public expenditure that is well targeted and is commensurate with farmers’ investment portfolio would reinforce a complementary relation between the two across-the-board. The impact of terms of trade on private investment though positive turns out to be statistically insignificant. Land acts as a constraint, indicating need for policy interventions that augment crop yield and can bring remunerative prices to farmers. A continued effort to improve the outreach of formal financial institutions for credit is warranted for higher private capital formation.

Book excerpt: One of the principal elements of the economic reforms program initiated in 1991 was to reduce the fiscal deficit of the central government which, at that time, faced a solvency crisis. This reduction was at least partially achieved by reducing transfers to state governments. As a result, state government budgets faced crises and agriculture, being largely a state subject, was denied adequate investment. This paper reviews the performance of Indian agriculture, particularly in the post-reform period. It attributes this lacklustre performance to the stagnation of agricultural investment whereas there has been a contemporaneous rise in agricultural subsidies. Thus while current operations are being subsidised to some extent resource for augmentation of productive capacity in agriculture are dwindling.

Book excerpt: Subsidies play a vital role in the economy of a country as they ensure equitable utilization of the resources for the people. Subsidies are a part of a comprehensive plan towards the essential goal: feeding more people. At the same time subsidies are not without consequences as they have reported to have led to the deterioration of resources which otherwise would not have been so had the farmers made to use the resources without subsidies. This paper tries to bring out the importance to agricultural subsidies by the world nations and India in particular over the years. Apart from showing whether subsidies have resulted in the deterioration or over exploitation of resources, the paper also lists out the cross border effects of subsidies. It also shows that the subsidies have led the governments to compromise on the need of public investments. The paper recommends that there is an urgent need to put into effect an expenditure switch from subsidies to investment to lift Indian agriculture from its current stagnation. The most alarming aspect of the surging subsidies is not the size, but the manner and purpose of spending on them. Subsidies provided in India suffer from both inclusion error (wrong kind of people benefiting) and exclusion error (deserving people left out of subsidies). It recommends that three Ts are important to make subsidies efficient: transparent, targeted and temporary. It also recommends that subsidies need to be differential for rain-fed and perennially-irrigated farms. The amount of subsidy must also be inversely propositional to increase in the size of land holding.

In most of the developing countries including India, agricultural growth is a precondition for economic development. Agriculture and allied activities contributed nearly 50 percent to India’s national income. Around 72 percent of total working population was engaged in agriculture. Inspite of an impressive rate of growth in the GCFA, its share in the GCF in the economy has been found to be declining. Although some improvement was observed in the share of GCFA in the GCF of economy in 2001-02, at 8.65 per cent, it again fell to 6.96 per cent in 2010-11. Capital formation is usually defined as an addition to the stock of productive equipment’s over time. The terms ‘capital formation’ and ‘investment’ are used interchangeably though have some distinction. But at the present stage of development of Indian agriculture, an assessment of capital formation in the agriculture sector may miss many important items of investment which are not accounted. This is because of the fact that, majority of Indian agriculturists being poor subsistence farmers for whom farming is not a business enterprise but a mode of living, Capital investments on the farm generally take place through small bits of acquisitions and activities which lead to an improvement in their productive capacity. Sustained investment on productive assets in agriculture is a pre-requisite for augmenting agricultural growth.

High agricultural input subsidies results in inefficient resource allocation; crowding out of public sector investment; degrades the environment and affects the agricultural productivity. However, phasing out of input subsidy will not help in securing sustainability in agriculture. The input subsidy phase-out programme should be coupled with the increased public sector investment. This will involve creating irrigation, storage and marketing infrastructure development in rural rainfed regions; developing right incentives for the farmers to adopt technology appropriate at the local level, perhaps, at the level of agro climatic zones; introducing policy measures to promote PPPs (Public Private Partnerships) in agricultural R&D efforts. However, mere investing resources without developing appropriate institutions would not yield the desired results; therefore, institutional reforms to ensure people's participation for better utilization of resources are required.
