Book excerpt: A l'issue de la transition économique et dans le contexte de rattrapage au sein de l'Union Européenne, cette thèse étudie le transfert de technologie associé aux investissements directs étrangers (IDE) en Europe Centrale et Orientale. Les externalités technologiques sont considérées comme la contribution principale des IDE au développement économique des pays d'accueil. La première partie de ce travail analyse le mécanisme microéconomique du transfert de technologie. Après avoir évalué le potentiel de transfert à travers l'excédent de productivité et l'intensité des échanges intersectoriels, nous analysons l'effet des externalités sur la productivité des entreprises locales. Nous construisons ainsi plusieurs mesures d'externalités horizontales et verticales, en accordant une toute attention particulière à la position des entreprises dans la filière. Enfin, nous nous intéressons au rôle de la capacité d'absorption locale et du décalage technologique dans la capture de ces externalités. Dans la deuxième partie de la thèse nous menons une analyse macroéconomique centrée autour de deux directions : la relation entre les IDE et l'investissement local, ainsi que l'impact agrégé des IDE sur la croissance. Tout d'abord, nous partons de l'hypothèse de destruction créatrice entre les IDE et l'investissement local, puis nous analysons cette problématique dans la perspective des différents types d'IDE. Nous séparons également le mécanisme d'interaction entre les filiales et les entreprises locales selon le marché réel et le marché financier. Ensuite, nous évaluons la contribution des externalités agrégées au progrès technique, ce qui nous permet d'illustrer l'impact global des IDE sur la croissance économique. Enfin, nous considérons la relation IDE-croissance dans une double perspective, afin de montrer l'existence d'un cercle vertueux.

Book excerpt: Ce travail de thèse s'intéresse à l'impact des investissements directs étrangers (IDE) sur la croissance économique des pays en voie de développement (PVD), il s'intéresse à la fois à l'aspect théorique du sujet en utilisant les modèles de croissance endogène et à son aspect empirique en utilisant l'économétrie des données de panel. La littérature théorique et empirique confirme l'impact positif de ces flux de l'IDE sur la croissance économique des pays hôtes. A partir de la modélisation qu'on propose dans le troisième chapitre, cet impact n'est pas toujours positif sur l'économie des pays d'accueil. En effet, les IDE peuvent avoir un effet négatif sur les pays en voie de développement, si l'écart technologique entre les firmes multinationales et les firmes locales est grand et si ces dernières ne disposent pas d'un niveau de travail qualifié suffisant. L'étude empirique, en utilisant l'économétrie des données de panel sur 30 PVD observés de 1982 à 1996 vient confirmer ces prédictions théoriques. Afin d'avoir des résultats plus robustes on a varié les méthodes de spécification de l'hétérogénéité non observée (variables instrumentales et GMM dans le cadre statique et dynamique).

Book excerpt: It is widely argued that a country's economic performance over time is determined to a great extent by its political, institutional, and legal environment. We refer to these public institutions and policies as the national political infrastructure (NPI) of a country. This report focusses on the linkage between measures of NPI and foreign direct investment (FDI) flows. Specifically, it tests the hypothesis that FDI will be attracted to regions characterized by more favourable NPIs. It also argues that countries with more favourable NPIs will create more domestic multinational enterprises, and they will therefore see more capital outflows, so that the net effect on capital flows may be uncertain. The study employs 2 sets of FDI data, both covering the period 1995-1997. The 1st set measures total FDI inflows and outflows to and from a sample of 144 developed and developing countries. The 2nd set uses United States Bureau of Economic Analysis data to measure the inflows of U.S. FDI to these same countries.

Canada's Regional Innovation System finds that Canada's biotechnology capabilities are widely distributed but solidly planted in Toronto, Montreal, and Vancouver, with smaller centres in Calgary and Edmonton. However, the specific institutional structures (innovative firms, research universities, and public laboratories) of regional systems vary from one industry to another and evolve through time. While aerospace and aircraft form two poles in Montreal and Toronto, Ottawa is Canada's centre for semiconductor and telecommunication innovation. Niosi explores how these regional configurations are shaped by national and provincial public policy incentives. The study is based on patent and company information as well as aggregate figures from Statistics Canada and other sources.

It first establishes the trend in the relationship between the ratios of interprovincial & international trade to gross domestic product, revealing a sharp break that occurred around 1991. The analysis casts doubt on the pure diversion model often used in trade modelling. The second part uses a conditional convergence-growth model to estimate the respective long-run effects of interprovincial & international trade on Canadian regional economies, specifically in relation to productivity, relative gross domestic product per capita, and job creation. The final chapter discusses implications of the results for regional economies & economic policy issues.
