Book excerpt: This policy guide is drawn from the results of the FAO Project “Strengthening Agricultural Water Efficiency and Productivity at the African and Global Level” funded by the Swiss Agency for Development and cooperation (SDC). The long term vision of the project was that the in-country findings and processes which are of common nature can be synthesized and scaled up to other countries in a regional cooperation process and globally. This will eventually lead to the increase of investment in Agricultural Water Management (AWM) in the targeted countries – and beyond – that is socially equitable, profitable at the farm level, economically viable, environmentally neutral or positive, and sustainable. The Guide focuses on the specific component of Enhancing Water Use Efficiency at small scale irrigation as one of the major outputs of the project. While creating and implementing Water Use Efficiency (WUE) measures at field level, existing policy frameworks were mapped and analyzed, and recommendations were defined as scalable policy instruments with the aim to demonstrate case-specific experiences to the collectively agreed goal of using water resources efficiently.

Book excerpt: The overall goal of the Collaborative Program on ‘Investments in Agricultural Water Management in Sub-Saharan Africa’ is to contribute to broad-based sustainable poverty reduction and smallholder agricultural growth. The component on ‘Poverty considerations in investments in agricultural water management’ focuses in more detail on poverty and gender dimensions. It consists of two parts. The first part is thematic and elaborates poverty and gender issues emerging from the literature that complement the other components of the Collaborative Program. Part two is empirical. Acknowledging the lack of empirical data on poverty impacts of investments in agricultural water management, the Collaborative Program initiated case studies throughout Sub-Saharan Africa. Eight case studies on ‘Agricultural Water Development for Poverty Reduction in Eastern and Southern Africa’, for which the field research was conducted in 2003/2004, were supported by IFAD (Peacock,2005). Further, the African Development Bank supported three case studies in West Africa in 2004, two by Kamara et al. (2004), and one by Babatunde Omilola (2005). Part two synthesizes the empirical findings of these case studies.

Book excerpt: D ryland regions in Sub-Saharan Africa are home to one-half of the region’s population and three-quarters of its poor. Poor both in natural resources and in assets and income, the inhabitants of drylands are highly vulnerable to droughts and other shocks. Despite a long history of interventions by governments, development agencies, and civil society organizations, there have been no sustained large-scale successes toward improving the resilience of drylands dwellers. Improved Agricultural Water Management for Africa’s Drylands describes the extent to which agricultural water management interventions in dryland regions of Sub-Saharan Africa can enhance the resilience and improve the well-being of the people living in those regions, proposes what can realistically be done to promote improved agricultural water management, and sets out how stakeholders can make those improvements. After reviewing the current status of irrigation and agricultural water management in the drylands, the authors discuss technical, economic, and institutional challenges to expanding irrigation. A model developed at the International Food Policy Research Institute is used to project the potential for irrigation development in the Sahel Region and the Horn of Africa. The modeling results show that irrigation development in the drylands can reduce vulnerability and improve the resilience of hundreds of thousands of farming households, but rainfed agriculture will continue to dominate for the foreseeable future. Fortunately, many soil and water conservation practices that can improve the productivity and ensure the sustainability of rainfed cropping systems are available. The purpose of this book is to demonstrate the potentially highly benefi cial role of water and water management in drylands agriculture in association with agronomic improvements, market growth, and infrastructure development, and to assess the technological and socioeconomic conditions and institutional policy frameworks that can remove barriers to adoption and allow wide-scale take-up of improved agricultural water management in the dryland regions of Sub-Saharan Africa.

This handbook will be the first to address inward investment in land and its impact on water resources in Africa. The geographical scope of this book will be the African continent, where land has attracted the attention of risk-taking investors because much land is under-utilised marginalized land, with associated water resources and rapidly growing domestic food markets. The successful implementation of investment strategies in African agriculture could determine the future of more than one billion people. An important factor to note is that Sub-Saharan Africa will, of all the continents, be hit hardest by climate change, population growth and food insecurity. Sensible investment in agriculture is therefore needed, however, at what costs and at whose expense? The book will also address the livelihoods theme and provide a holistic analysis of land and water grabbing in Sub-Saharan Africa. Four other themes will addressed: politics, economics, environment and the history of land investments in Sub-Saharan Africa. The editors have involved a highly diverse group of around 25 expert researchers, who will review the pro and anti-investment arguments, geopolitics, the role of capitalist investors, the environmental contexts and the political implications of, and reasons for, leasing millions of hectares in Sub-Saharan Africa. Book excerpt: Karim could be confused with one of millions of African smallholder farmers who tend small plots of land for their subsistence. He grows three hectares of maize and one hectare of vegetables in a small village in southwestern Burkina Faso. He and his family plow their field with a pair of oxen, and weed it with hand-held hoes. When asked where the water comes from for his crops, Karim answers, “God.” But there is a lot more to Karim's story than this succinct anecdote can convey. Karim cultivates the three hectares of maize and one hectare of vegetables during the dry season, in addition to the crops he grows during the wet season. These dry season crops are not primarily destined for the household, but are sold in local markets, and some are even exported to Ivory Coast. He uses a diesel powered pump and a series of PVC pipes to direct water from a nearby river to irrigate his fields. He grows two improved varieties of maize and applies herbicides before planting. He purchases improved vegetable seeds from a private distributor who gets them shipped directly from Europe. Pest pressure is high, so he applies multiple applications of different, crop-specific pesticides to his vegetable and maize crops. He also makes multiple applications of mineral fertilizers. Much of these investments are done with very little support from government or non-governmental organizations.

Book excerpt: This book is based on a Special Issue of the journal LAND that draws together a collection of 11 diverse articles at the nexus of climate change, landscapes, and livelihoods in rural Africa; all explore the links between livelihood and landscape change, including shifts in farming practices and natural resource use and management. The articles, which are all place-based case studies across nine African countries, cover three not necessarily mutually exclusive thematic areas, namely: smallholder farming livelihoods under new climate risk (five articles); long-term dynamics of livelihoods and landscape change and future trajectories (two articles); and natural resource management and governance under a changing climate, spanning forests, woodlands, and rangelands (four articles). The commonalities, key messages, and research gaps across the 11 articles are presented in a synthesis article. All the case studies pointed to the need for an integrated and in-depth understanding of the multiple drivers of landscape and livelihood change and how these interact with local histories, knowledge systems, cultures, complexities, and lived realities. Moreover, where there are interventions (such as new governance systems, REDD+ or climate smart agriculture), it is critical to interrogate what is required to ensure a fair and equitable distribution of emerging benefits.
